Another 29 kilometers of pipelines related to a number of 19 thermal points in Oradea could be modernized.

“It could start next year”

The project regarding the fourth stage of rehabilitation of the heating networks in Oradea will be submitted by the municipality for financing to the Ministry of Energy at the beginning of April.

“The Feasibility Study of the investment has been completed, we have obtained all the necessary approvals and agreements and we are working on the financing application. This is to be submitted to the Ministry of Energy, through a program regarding the Modernization Fund, in the first half of April”. stated for Bihor the head of the Internationally Funded Projects Management Department within the Oradea City Hall, Marius Moş.

According to him, if the municipality of Oradea obtains the requested funding, the actual works could begin next year.

“Funding is awarded through a competitive call, so we tried to meet the conditions that help us get the highest score. This year we should know if we have attracted the funding, after which we will hold the tenders for the design and execution, and the works could it starts next year,” Moş said.

“Let’s find another solution”

According to the Feasibility Study of the investment, approved in the Thursday meeting of the Oradea Local Council, the value of the works was estimated at around 375 million lei.

From this amount, the local budget will assume a contribution of 129 million lei, representing the ineligible part of the investment, the VAT and the own contribution.

The high value of the project made PSD councilor Liviu Sabău Popa raise questions about the feasibility of the project. “Instead of investing over 300 million lei, it’s better to find another solution from renewable energy”, requested the pesedist.

Liviu Sabău Popa warned that, as the price of gas continues to rise, keeping the centralized system, which already generates a high price for heating, could in time make the people of Oradea unable to pay the heating bills.

“This is the fourth stage of modernizing the system. The lower the heating bill of Oradea residents (no – after these investments)? As a forecast, how much will heating end up costing between 2028 and 2023?”, asked the local councilor.

The nets (anyway) need to be replaced

Questioned, the representatives of Termoficare spoke in favor of the project promoted by DMPFI.

“Regardless of what will be the source of production of the thermal agent (no – gas, hydrogen, geothermal water or something else), it will also pass through the secondary network that we want to rehabilitate. If we reduce the losses from the networks, the costs of obtaining heating will also decrease”, argued the Director of Heating, Călin Ungur.

According to the studies at the base of the project, the networks, morally outdated, are about 50 years old, poorly insulated, with losses of about 25% and with meters that cannot be read remotely.

They would be replaced with pre-insulated pipes, with a low heat loss coefficient, and the heating connections will be digitized and transmit consumption data remotely.

Preparations for when the subsidies will be withdrawn…

For his part, the mayor Florin Birta said that it is difficult to forecast what the price of a gigacalorie will be in Oradea in 5 or 10 years.

He showed that the price will be influenced by the cost of gas, the certificates owed by Termoficare for the pollution caused by its burning, inflation and other factors. “We don’t know what the price of heating will be in 2030,” said Birta.

Instead, the mayor showed that the purpose of these investments is to reduce network losses and make the system more efficient so that, in a few years, “when heating subsidies are banned, the population can afford to pay for heating”, he said Birta.

In the end, the project was approved with the vote of PNL and UDMR councilors, while PSD representatives preferred to abstain.
