Prime Minister Marcel Ciolacu opposes the vision of the European Commission on the topic of micro-enterprises in Romania. The chapter of the threshold currently at 500,000 euros will have to be negotiated further, admitted the head of the Executive from Bucharest.

Marcel Ciolacu says NO to a further lowering of the threshold for micro-enterprises

It is the decision that Marcel Ciolacu opposes. He made it clear on Wednesday, April 3, adding that he will hold negotiations with those from the European Commission on this subject.

We are talking about lowering the threshold for micro-enterprises. The Head of the Government emphasized that he does not agree with a further lowering of this threshold. Precisely for this reason, Marcel Ciolacu promises that he will have an “applied discussion” with the representatives of the European Commission. He reminds that the threshold for micro-enterprises was already lowered last year.

The Prime Minister says the talks will be similar to those in 2023, when the deficit was discussed. Ciolacu did not miss the opportunity to criticize those from USR and former prime minister Florin Cîțu.

The milestone that they introduced in the PNRR, when they were in government, “is a nightmare”, is the opinion of the Prime Minister of Romania.

“I will have an applied discussion with those from the European Commission because I do not agree with a further lowering of the threshold for micro-enterprises.

We will negotiate as we did last year with the deficit. That milestone in PNRR set by USR and Cîţu is a nightmare”, Prime Minister Ciolacu said in a show on DCNews TV.

However, negotiations with the European Commission are needed before a final solution is reached

The head of European Investments and Projects stated, on March 27, that negotiations are still ongoing with the European Commission on the topic of lowering the threshold for micro-enterprises.

From his point of view, however, Romania has fulfilled the milestone set in the PNRR. Currently, the ceiling is set at 500,000 euros and that is how it is negotiated. However, the final result will be announced only after the negotiations with the European Commission are closed.

“It will continue to be negotiated. Romania has fulfilled its milestone. We still consider it accomplished. We are still in technical discussions. There isn’t this cap that he cites somewhere in the PNRR.

An allusion to this type of VAT approach with the VAT ceiling was caught by those who at one point wrote the PNRR, in the justification they had, but Romania has taken, I say, enough measures on micro-enterprises”, said Adrian Câciu a week ago.

The European Commission is of the opinion that the taxation of micro-enterprises in Romania is too light.

The even bigger problem is that, if no agreement is reached, our country risks losing 500 million euros. It would be about the failure to meet milestone 206, explained Marcel Ciolacu a few days ago.

Milestone 206 involves the revision of the Romanian Fiscal Code. The new law will amend the Fiscal Code in order to gradually reduce the area of ​​applicability of the special taxation regime for micro-enterprises. The reduction of special provisions begins in Q1 2023 and is completed by Q4 2024, the document indicates.
