President Klaus Iohannis promulgated, on Thursday, the law regarding the approval of Government Emergency Ordinance no. 51/2023 for completing the Government Emergency Ordinance no. 115/2011 regarding the establishment of the institutional framework and the authorization of the Government, through the Ministry of Finance, to auction the greenhouse gas emission certificates assigned to Romania at the level of the European Union. Through the normative act, the amounts collected unused from the development of two projects to reduce gas emissions can be used for two other projects to reduce emissions in the cities of Chitila and Cluj-Napoca.

The law promulgated by the head of state has as its regulatory object the completion of the Government’s Emergency Ordinance no. 115/2011, so that the amounts left unused from the development of two projects to reduce gas emissions can be used for two other projects to reduce emissions in the cities of Chitila and Cluj-Napoca.

Thus, the amount of 20,299 million lei left unused from the running of the project “Transformation of buses from diesel operation to operation with liquefied petroleum gas” in the municipality of Ploiesti, as a result of the termination of financing agreement no. 4236/2014 concluded between the municipality of Ploieşti and the Ministry of the Environment, Water and Forests, will be allocated to the Chitila town hall for the partial financing of the project “Terminal point for electric buses, Chitila town hall, Ilfov county”.

Also, the amount of 40,619 million lei left unused from the implementation of the “Implementation of a bicycle transport system in the central area of ​​Bucharest” project will be allocated to the City Hall of Cluj-Napoca for the partial financing of the “Development of the East Park in Cluj-Napoca” project Napoca”.

The financing of the remainder of the project “Implementation of a bicycle transport system in the central area of ​​Bucharest” will be taken over by the Environmental Fund Administration and will be realized from the Environmental Fund.

On September 5, 2023, the Senate adopted this legislative proposal, as the first referred forum, the Chamber’s vote was decisive, on March 5.
