The tender for the Metropolitan Belt of Cluj, canceled / “It’s hard to find an investment in the world that went so disastrously”

The Pro-Infrastructure Association reveals that one of the most important investment projects of Cluj City Hall, the Metropolitan Belt, is in a new deadlock, after the municipality allegedly canceled the tender. “Cancellation before Holy Week on the Cluj-Napoca Metropolitan Belt”, reports the Pro-Infrastruture Association, which on April 9 signaled that it was waiting for the outcome of this auction.

“This outcome came today: the cancellation of the tender after 5 months in which the Cluj City Hall hatched the only offer submitted by the people of Sibiu from CON-A and the people of Bistri from Dimex in November 2023. It is unbelievable the way the Cluj administration led by the mayor Emil Boc is really struggling to “implement” this project: feasibility study managed from 2017 that was supposed to be ready in 12 months but lasted 4 years, no one participated in the first auction started in February 2023 and it was canceled in May, and for the second one, they needed 5 months to disqualify the only offer, although they could do it in 3-4 weeks”, the Pro-Infrastruture Association reported.

Actual de Cluj reported how the Cluj-Napoca Local Council approved on April 5 the updating of technical and economic indicators for the Metropolitan Belt project. According to the adopted Decision, the costs increased by more than 133 million euros, the mayor Emil Boc citing “updates in line with the inflation rate”.

The new decision of the City Council was made under the conditions in which the City Hall contracted only a section of phase 1 of the project, namely 2 kilometers between Cluj-Napoca and Florești, for which the design began.

The City Hall of Cluj Napoca has not yet issued a point of view regarding the cancellation of the tender for this project, a tender for which, in November 2023, a single offer was submitted by the association CON-A OPERATIONS, DIMEX 2000, HYDROSTROY AD, CONCELEX and Motorway-Pivden. The contract was valued at 3.2 billion lei.

After the decision of the City Council to increase the price, it was circulated that the decision came because the bidders would have proposed a higher price than the one estimated in the procedure.

“Boc leaves Cluj without a belt! Mayor Emil Boc canceled, for the second time, the tender for the city belt. Basically, it trashes any chance of Cluj to travel on a modern belt before 2030. It’s hard to find an investment in the world that went so disastrously. Boc took the feasibility study from the Ministry of Transport in 2017. And it took, ATTENTION, 6 years to do the feasibility study. In 2023, when the study was ready, he canceled a first tender for works, after the too low price kept away the builders. Only one builder came to the second auction in November. It took Boc 5 months to reach the same outcome: builder fired, tender cancelled. It can be better, not just with a lot of PR! Boc no longer has anything to do with Cluj-Napoca City Hall. The people of Cluj must give him the bill for this endless mockery”, said the former secretary of state in the Ministry of Transport, Horațiu Cosma.
