Q&A with Andrei Corlan, the General Commissioner of the National Environmental Guard on the subject of waste management in Ilfov county and at the national level

We present the main messages conveyed during the interview:

– GNM is the institution that ensures the control of the implementation of the national environmental legislation according to the European Directives in the field of environmental protection.

– The local public authority has direct attributions in terms of ensuring a clean environment in the territory it administers, it has the obligation to ensure that, in this territory, the state of sanitation is appropriate and to ensure that at the level of localities carry out the separate collection.

– GNM is the institution that verifies whether these obligations are met, whether the effect of environmental policies at the level of UATs has results, and applies sanctions if these results do not exist.

– In the case of an environmental control, sanctioning is not the goal, but the consequence of that control.

– GNM concluded a protocol with the Association of Municipalities in Romania called “Social responsibility – separate collection” through which it promotes good environmental practices related to the implementation of the economic instrument “Pay as you throw”, but also the way in which the environmental objectives can be achieved and which are the benefits of achieving these goals.

– The National Environmental Guard is open to any collaboration with local authorities to the extent that they also want a cleaner environment and the achievement of separate collection targets.

– The problem of waste management is not only local authorities’ problem, it is our problem, everyone’s.
