Over 27 thousand people have passed the exam for obtaining a driving license in Sibiu in the last 5 years. 7.16% of the total population of the county.

A statistic provided by the Sibiu Community Public Service driving license and vehicle registration regime shows us that in the last 5 years, on average, 45.96% of students passed the theoretical exam, while the practical exam was passed in percentage of 39.18%.

“During this period 2019-2023, 72,405 activities were carried out to examine candidates in order to obtain a driver’s license at the theoretical test, of which 33,279 candidates obtained the qualification Admitted and 71,049 activities to examine candidates in order to obtain a driver’s license at the practical test, from which 27,837 candidates obtained the qualification “admitted”, it is specified in an answer given to the Council Tower.

“The average is somewhere around 25 years old, and I catch on much faster”

We tried to find out from driving instructors why Sibians do better in the “hall” than on the “track.”

“Because on this version of young people with their phones in their hands day and night, this man takes some questionnaires and, statistically, being more young people, the average is somewhere around 25 years old, and they catch on much faster. There are many of them who learn some answers by heart.

When driving, on the other hand, having very little theoretical knowledge, it is clear that while driving I do not know indicators, markings. Few go to law school, they don’t attend classes. It’s just like in the education system, it’s below. And it will be lower,” an instructor tells us.

“Cross Calea Dumbrăvii, I tell you that you have no chance, you have to force, because you are blowing your horns”

Another instructor says that the practical test, driving in the city, is more difficult in recent years for several reasons: more traffic, poorly made markings, the insensitivity of many drivers, as well as the eternal dispute with the traffic police.

“The city is very crowded”, he says when he tries to explain why the percentage of those who pass the theoretical exam is higher than that of those who pass the “route”.

“If you go with a student at 12 o’clock, to cross Calea Dumbrăvii, I tell you that you have no chance, you have to force. If not, start honking your horns from behind. Then there are road markings and poor regulation of intersections. An example: come from Calea Poplăcii, towards the Military School. There is a separate lane for turning to the right, and there if you enter slowly and a stronger one comes from Cristianului, they brake and you fell. It’s not only the students’ fault, but also the other traffic participants,” he says.

He complains about how pedestrian crossings are marked.

“Parking cars near pedestrian crossings is another problem. On Mihai Viteazu, in the area of ​​the banks, they are not even allowed to step on the marking, but there are those who enter the bank for 5 minutes and leave their cars in the breakdown, right next to the crossing. A pedestrian steps on your asphalt, you don’t see it, step on the brakes, fail the exam. Also on Mihai Viteazu there are markings for pedestrians, including through the parking lot. If he parks, he gets out of the car, crossed the line and hits you,” he says.

The courses for the preparation of the practical exam are extremely difficult to organize in Sibiu, driving instructors complain in unison. While the drivers complain about the many “school” cars that cross the city at busy times, the instructors claim that by law they have nowhere to go out, not even at a convenient time for the students.

“The first problem is the congestion in the city. Now this story is also being discussed, with the school buses. You have seen that most people work from 9 – 17. Including our trainees. Either go out with them on the route until 9 or after 17. The gentlemen from the traffic police gave an internal directive, which is linked to an Emergency Ordinance in which it is specified that the traffic police establish the routes and exams. It was given in 2003, but since 2007 the traffic police has nothing to do with it. They come and give us crazy fines because they say we are on routes you are not allowed to be on. But practically the whole city is forbidden. You are only allowed through Lazaret, Gușterita, Broscărie and Gara Mică. Otherwise, everything is a city, you are not allowed to enter”, he says.

Another problem is the other drivers, the instructors complain.

“I understand in the morning, that everyone is in a hurry to work, in the afternoon I don’t understand, where are you in a hurry, brother? I don’t go on the route in the morning, but in the afternoon I don’t understand why there’s such a rush?”, asks a driving instructor.

He claims that according to traffic police regulations, cars can only go out from Monday to Friday at 1 p.m.

“From Friday, at 1 p.m., until Monday morning, it is prohibited throughout the city. How to carry out your activity? When and where? In fact, we have nothing to do”, the instructors complain.

Statistics. 2023, the best year since 2019

Statistics say that 2023 was the best for driving license candidates in terms of the practical test in the last 5 years. 43.9% of those who took the exam also passed it, according to data from the car permit service. A big difference compared to 2020, when the pass rate was only 32.38%.

Regarding the theoretical exam, 2023 is one of the weakest years in the last 5 years. It is surpassed only by 2022, when 42.97% passed, compared to last year, when the pass rate was 42.91%. The best year was precisely 2020 (50.68%), also when most failed the “route”, over 67%.
