The FREE sterilization of owner-owned dogs belonging to the common breed and mixed breeds continues in 2024, in Alba Iulia: The project, on the table of local councilors

The local councilors in Alba Iulia will have to approve in the meeting of March 26 a project aimed at subsidizing the sterilization program of dogs with owners belonging to the common breed and their mixed breeds located within the administrative-territorial radius of the UA.T. Alba lulia.

Through the said project, the local government intends to make every effort to have a harmonious municipality from the point of view of the human-animal relationship, a city that emphasizes life and animals benefit from protection and welfare.

In this sense, the source of the existence and persistence of stray dogs is twofold, their uncontrolled breeding and abandonment on the public domain.

A first advantage that we identify, in the current context, regarding subsidizing the sterilization of dogs with owners belonging to the common breed and their crossbreeds, is given by the impulse of the citizens of the Municipality of Alba lulia to opt for the sterilization of animals in their own household, thus helping to reduce uncontrolled multiplication and their abandonment.

Abandonment leads to many road accidents in which animals are involved, but also to possible attacks against people and their households due to lack of food and shelter, the latter being recorded through written notifications or just verbal complaints by the citizens of the Municipality of Alba lulia.

Another important advantage is given by the registration of the animals in the RECS by their owners, being a mandatory condition to be able to benefit from the sterilization subsidy from the local budget. A worrying analysis is that only 14% of the dogs in the RECS are sterilized (RECS- Register of records of dogs with owners).

From a first calculation, a female gives birth 2 times a year, between 4 and 12 cubs, results in an average of 8 cubs per calving, from this calculation it follows that if a female gives birth between 4 and 12 cubs once every 6 months, the owner throws between 8 and 24 cubs per year, sometimes the adults too. This is where the problem of stray dogs and those who die in traffic accidents on public roads starts.

Having all the necessary bodies, mechanisms and levers, the Alba lulia City Hall can offer free sterilization of owned dogs belonging to the common breed and their mixed breeds within the administrative-territorial unit radius, within the budget allocated by HCL.

Sterilization of dogs with owners will be carried out in an authorized veterinary office that operates within the radius of the Municipality of Alba lulia based on a contract concluded with the Town Hall of the Municipality of Alba lulia.

The expenses resulting from the implementation of the program of free sterilization of dogs with owners belonging to the common breed or their mestizos located within the administrative-territorial unit of the Municipality of Alba lulia will be borne from the budget of the Local Council.

Citizens will be informed about the sterilization program through the mayor’s specialized device. Enrollment in the program will be done on the basis of an application, and the granting of the subsidy will be done in the order in which applications are submitted on a “first come, first served” basis.

The settlement of the sterilization services will be done by means of order/sterilization vouchers issued by the Alba Lulia City Hall to the owners of the dogs.
