Mayor Gabriel Pleșa said that the Alba Iulia Town Hall could complete the underground passage under Calea Motilor by 2026. It is about the project that would solve the problem of hellish traffic from Micești.

At the moment, everything is at the project stage, but in the Alba24.ro studio, Gabriel Pleșa said that the works could be finished by 2026.

He also spoke about other topical issues in Alba Iulia, in an interview with Claudiu Makkai. The interview can be viewed below.

Gabriel Pleșa about the underground passage on Calea Motilor

“We have a chance to get 7.3 million euros for a bold idea. That underground passage, Calea Motilor under Revoluții Blvd., something that will definitively solve the traffic problem at the Stadium. We can take 7.3 million euros from PNRR, we are working on the feasibility study, we are working on the project.

Think that until somewhere in the middle of Calea Motilor street, between Kaufland and Micești, there will be four lanes, not three. It will be the bike path that is still preserved, it will be the pedestrian area, it will probably disappear from the green area.

This funding will have to be completed by 2026. Well, there will probably be another year, we want to finish this thing because now there is money.

If things go the way we want, I don’t see why not. We have consultants, we have seen the financing, so we will be able to get these 7.3 million euros for this passage.

You can’t intervene on Revoluției Blvd for 5 years because it is on Mobility 2. We only intervene on Calea Motilor. The only problem that was there was the diversion of the sewage pipes.

At this time, they have diverted to the sidewalk area, and when it is done, the connections will be made to the sewers in the respective areas.

This year we will complete Alcala de Henares, with connection on Gheorghe Şincai, we will start the modernization on Gârda – Albac.

Thus, all the traffic from the Orizont area, from the Micești area on the right as you go towards Zlatna, will no longer have to come to the intersection here, to congest the intersection.

Likewise, we now want to do the paperwork to expropriate Nazareth Illit, on the other side. Now it’s just a strip of asphalt. I believe that these measures, that traffic, in 2-3 years will no longer be a problem”, declared Gabriel Pleșa.

What problems might arise during construction

In the area, during the works, three major problems would arise that the town hall must take into account: Difficult traffic throughout the construction of the passage, preventive archaeological excavations (the entire area is extremely rich in vestiges from the Roman period) and the sewage network.

Technical details of the project

The main objective of this investment is the creation of an underground passage on Calea Motilor to avoid traffic jams and increase the safety of traffic participants. The fluidization of road traffic will be ensured by means of an interconnection with the projects currently being executed, respectively lots 1 and 2 of urban mobility.

What steps has the mayor’s office taken so far?

According to the Alba Iulia City Hall, the Urban Planning Certificate (no. 344 of 11.03.2024) was obtained, which results in the legal regime, the economic regime and the technical regime of the land areas and of the arrangements specific to the proposed investment, and the award documentation with the subject is being prepared of design and specifications for the launch, in the first decade of April 2024, of the procurement procedure for design services.

Currently, solutions are being sought together with APA CTTA, so that the proposed investment does not affect the works currently carried out on Lot 2 of urban mobility, regarding the diversion of the sewerage network from the area of ​​the intersection of Calea Motilor street with Republicii Boulevard and Revoluții Boulevard .

Investment performance indicators

The location of the investment: the location of the investment is located in the area of ​​the intersection of Calea Moților street with Republicii Boulevard and Revoluții Boulevard, on the one hand and the intersection of Detunata street with Calea Moților street – area with general traffic (traffic on DN74, including public transport) and traffic from the area peri-urban, which is in a continuous real estate development;

Proposed performance indicators:

  • road traffic lanes: 2 x 3.50m = 7.00m
  • two service sidewalks: 2 x 1.00m = 2 m
  • underpass lighting
  • the infrastructure made of reinforced concrete
  • the superstructure made of prefabricated beams
  • the related foundations made of reinforced concrete
  • two access ramps (entrance and exit)
  • connections to adjacent streets and properties will be made according to the solutions given by the designer
  • the red line in the longitudinal profile will correlate with the adjacent streets and accesses to the properties
  • specific traffic safety measures, according to the solution given by the designer
  • provision of technical-building networks, technical sewers
  • the networks identified on the site will be relocated underground

Construction of a bicycle path to ensure the connection between the intersection of Detunata Street with Calea Motilor and the intersection of Calea Motilor Street with Republicii Boulevard and Revoluții Boulevard.

Where will the money for the project come from?

The financing of the investment is provided by the Central Region Operational Program.

The value of the non-refundable financial assistance corresponding to a funding request or corresponding to all funding requests submitted within the call by an applicant (individual and/or in partnerships in which the county seat municipality is the leader) will not exceed the value of 7,307,000 euros.

In conclusion, the Municipality of Alba Iulia has secured a source of funding in the amount of 7,307,000 euros and can submit the project, according to the Applicant’s Guide, until 28.02.2025, at 12.00, the representatives of the Alba Iulia City Hall stated for alba24.ro.

Traffic without traffic lights for two weeks

A roundabout was installed in the area, and Flaviu Buta estimates that it would be there for two weeks.

We hope to finish this work in a maximum of two weeks, so that we can open the intersection. Until the start of the intelligent traffic lights, we will return to the timed traffic lights, as before,” the spokesperson of the Alba Iulia City Hall, Flaviu Buta, told Alba24.
