The law on the free movement of Romanian citizens abroad was amended.

The Executive has issued a Governing Decision waiving the requirement that an adult, who is not a parent or guardian, accompanying a minor outside the country, present the criminal record certificate.

The Border Police can check the criminal record of adults accompanying minors using the National Computerized Criminal Record System – ROCRIS and issue the criminal record certificate on the spot. Thus, the border police have access to the most recent information from the criminal record certificate of that person.

The executive has adopted a Government Decision for the review and completion of the methodological rules for the application of Law no. 248/2005 regarding the regime of free movement of Romanian citizens abroad, approved by Government Decision no. 94/2006. These provisions have already been included in Law no. 329/2023, which amends Law no. 248/2005, and now they are also removed from the methodological norms.

It is also possible to send the simple electronic passport via courier services, to any address in Romania, the costs being borne by the applicant. The shipment will be made based on the amount paid for the passport. The system will be operational starting from the date on which the necessary technical conditions are met, but no later than January 1, 2025.

What other decisions did the Executive take?

In the government meeting on Thursday, April 25, 2024, the Executive adopted an Emergency Ordinance according to which the National Investment Company (CNI) will coordinate the implementation of new projects financed by the National Recovery and Resilience Plan (PNRR) in the fields of health, tourism, culture and good governance.

One of these projects is the construction of the Regional Institute of Oncology in Timișoara, valued at approximately 1.15 billion lei and financed by PNRR. The GEO also includes the project for the Emergency Institute for Cardiovascular Diseases “Prof. Dr. CC Iliescu” from Bucharest, with an investment estimated at 1.4 billion lei.

The normative act also provides for the project of “Extension of the outpatient clinic by establishing an MRI, SPA and TIIP department” (MRI – magnetic resonance; SPA – post-anesthesia supervision; TIIP – post-operative intermediate intensive therapy) in Bucharest, which also includes two new centers for the development of the skills of the staff in the public health system. The estimated total value of this project amounts to approximately 15.5 million lei.
