Prime Minister Marcel Ciolacu declared, on Wednesday, in an interview with DCNews, that Romania cannot support a budgetary system like the one we are in now and that a reform has begun in this area, but he assured that “we are not talking about giving people outside”.
“Romania cannot support a budgetary system like the one we are in now. The reforms start from the legislative framework. Ministry by ministry come up with reorganization projects”, said Ciolacu.
The prime minister added that “you can’t reform without digitization”. “There is still reluctance. What is most discrepant is that we have the best IT-ists in Europe by far (…) and when you look at digitalization in the public system you see a huge discrepancy”, he added, stating that the digitalization of ANAF was a priority.
“We have many projects. You can’t do it with the axe, you can’t come and say: 10% must leave from tomorrow. We have about 16,000 primary and tertiary loan officers. Everyone said that “Ciolacu abolishes positions that do not exist”. That was a trick to be an office manager with 10 ghost employees. (…) All this trickery created in the budget system is slowly, slowly starting to deflate”, claimed Marcel Ciolacu.
“We are not even talking about throwing people out. A resettlement of the budget system must be done”, assured the prime minister.
Ciolacu stated that “a cleaning must be done in the agencies, in everything that means the central state apparatus, and the central administration must set the first example”.
“I am firmly convinced that this is the path we must follow,” added Ciolacu.
