Several parents protested on Wednesday morning in front of the Gimnaziale Ferdinand I secondary school in Bucharest, dissatisfied with the fact that, although they reported a case of abuse by a teacher on a student, the school’s management did not take action. Another parent filed a complaint but “he was only told that the lady was sorry and not to do it again”, explained the mother of a student, in an interview for Euronews.ro. As a reminder, the Ministry of Education requested that by March 31, all principals of schools in Bucharest attend specially organized courses to learn how to implement the procedure for managing cases of violence.

Several parents protested in front of the Ferdinand I Secondary School on Wednesday morning, unhappy that the school did not apply the procedure for handling a case of violence. More specifically, a teacher allegedly kicked a student who was under the bench. Then he would have verbally assaulted him, saying that he was “adopted” and “headed”, said the mother of a student who studies in that class.

The case was reportedly reported to the school management several months ago, but no action was taken. “He was only told that the lady was sorry and not to do it again,” said the mother. The Ministry of Education and the School Inspectorate of the Municipality of Bucharest were also notified. Edupedu.ro requested an ISMB point of view and we will publish it when we receive it.

The mother of a student, a colleague of the assaulted one: My little boy took some time to tell me. So that’s what I would like to say. The children don’t say immediately, after about 2 weeks, she simply told me the whole scene in which the lady, in order to get that little boy out from under the bench, kicked him or please, she kicked under the bench and then at fired. Said: After that it is adopted more and with the head. All the children, of course, were speechless and later my little boy came and said mom, I’m adopted, so that’s what he first started telling me because simply, when the little boy came back humiliated in the class another classmate shouted: you are adopted, he didn’t know. And in this way the children realized, they probably thought that any of us could be.. I said to him: And what did you do? Told me: Well, we didn’t do anything, mother, if it happened to us too? And that was after things had happened time and time again, really, not to my child, but that’s not what it’s about.

When they witness such violence and outings… He also told me that the lady was screaming. Somehow they gathered at my place and I said let’s move him, because that’s the first feeling, you go somewhere else to be better, but in the end all schools have to be safe. That’s why I brought my child to a public school to share the resources, not to send him to a private school. I said to take him to a public school and I joined the parents’ association, I did good things. My fellow mom who made the requests and was still not answered. I mean, the right thing was not done?

He was only told that the lady was sorry and not to do it again. So how can we make things better?

Euronews: As far as you know, no investigation was done in the school?

The mother of a student, a colleague of the assaulted one: They said they did, but actually they didn’t, because initially they didn’t answer. They said it was done, after that at the Inspectorate, they said it wasn’t done. No one answered anything at the Ministry. We have a ton of conflicting, unresponsive documents and we’re already in April. That is, in such incidents, they should respond within 5 days: it was done, it was not done, it is, it is not.

Context information

We remind you that the Ministry of Education has asked school inspectorates to train all school principals in the country by March 31 on the procedure for handling cases of violence in schools and kindergartens. The decision was taken after the emergence of a case of aggression between students at the Nicolae Titulescu School in Bucharest.

On March 28, the Minister of Education, Ligia Deca, stated at the meeting with the directors of schools in Mureș county, that they must call the single number 119 when a minor is involved in a serious case of violence, whether he is a victim or aggressor. She explained that the violence case management procedure was created because many teachers said they did not know what to do when faced with various cases of mild, serious violence, or suspected drug use. “They didn’t know what the procedure was and that leads to non-uniform practice and the tendency not to report”, said Deca, on Thursday, March 28, at the meeting with school principals.

In a response to Edupedu.ro, according to ISMB, by March 21, over 600 directors had been trained, representatives of the General Directorates of Social Assistance and Child Protection sectors 1-6, as well as representatives of DGPMB – School Safety Service . ISMB has not yet provided the list of participating school principals.

“During 19.03-21.03.2024 the School Inspectorate of the Municipality of Bucharest organized, with the support of the Center of the Municipality of Bucharest for Resources and Educational Assistance (CMBRAE), training sessions with directors of pre-university education units in the Municipality of Bucharest with the theme of applying the procedure approved by OME no. 6235/06.09.2023. More than 600 directors participated, representatives of the General Directorates of Social Assistance and Child Protection sectors 1-6, as well as representatives of the DGPMB – School Safety Service”.

In fact, in Iași, for example, the 268 principals of kindergartens, schools and high schools found out at a training session organized this week, what are the forms of mild and serious abuse that can happen in the school both between students and between students and teachers and how they can be managed.

By March 15, 2024, all pre-university education units will display the visual information materials available on the website.

Edupedu.ro wrote that schools have started to put up the posters requested by the Ministry of Education with the procedure regarding the management of cases of violence. In many cases, however, the images are difficult to read, the information being printed on A4 sheets.
