The Senate voted on the amendments made to the Energy Law aimed at the activity of prosumers. They will be able to settle their energy injected into the network within one month, compared to 24 months after the invoice was issued, as it was before. In addition, they will be able to offset production from photovoltaic panels with gas bills or from another place of consumption. The law must also be approved by the Chamber of Deputies to enter into force.

“Yesterday we voted in the Senate plenary on the legislative initiative that expands the rights of prosumers. It is about more than 120,000 prosumers, which bring more than 1,400 MW of energy to the national energy system”, said Lorant Antal, president of the Senate Energy Committee, during the Solar Energy Bucharest Summit.

The main changes to the law, according to Antal:

  • The settlement period was decreased. Compared to 24 months after the invoice was issued, all prosumers who injected electricity into the network can make monthly settlements.
  • If you have the same supplier of electricity and natural gas, the amount of surplus electricity injected into the network is offset against the gas bill.
  • Surplus energy delivered to the network can be offset with other places of consumption or can be donated to hospitals, places of worship or wherever the prosumer wishes.

“It is an extremely important law, expected by prosumers, I hope it will be published as soon as possible,” the senator said.

The bill will now go to the Chamber of Deputies, which is the decision-making chamber, for debate.

The law was also amended last year, but President Klaus Iohannis sent it back to Parliament for re-examination, as its provisions would have led to an increase in the bill of all consumers in Romania.
