The modernization and consolidation of the public administration is a strategic priority of the Government, especially in this period when the PNRR, European funds and accession to the OECD are being discussed, according to the Secretary General of the Government, Mircea Abrudean.

The statement was made, on Monday, at the Victoria Palace, at the awarding ceremony for the graduates of the specialized training programs for the appointment to a position of public dignity of prefect and sub-prefect 2023, respectively for the occupation of a public position corresponding to the category of high civil servants 2023 , event organized by the National Institute of Administration.

All the more, I believe that we must do what we have been proposing for a very long time, that is, to modernize the public administration. Small or less small steps have been taken in the last period or in previous years.

Recently, I believe that quite serious steps are being taken in the direction of modernizing the administration, and the National Institute of Administration fully contributes to this goal of ours. So, I congratulate you for choosing to be part of this important network of those who have graduated from INA, whether you are prefects, sub-prefects, high-ranking civil servants, clerks or contractors”, Mircea Abrudean declared, according to Agerpres.

New ideas are needed

He highlighted the partnership with INA, developed on the basis of the “innovation course in public administration”.

“Innovation is needed, new ideas are needed, because otherwise we will never modernize the administration, with the same concepts and the same practices that we have known for a very long time.

Innovation does not only mean artificial intelligence, it does not only mean digitization, it also means new ideas, which those who work in the administration can put under the umbrella of the innovation laboratory that we have at SGG and which is a newly established structure with the support of the OECD” , Mircea Abrudean also declared.

OECD, a better life for Romanians

In this context, the head of the SGG conveyed to those present at the event that it is very important, in this period, to communicate to the general public about the benefits of joining the OECD.

“I want to ask you to discuss more about the OECD, the Organization for Economic Cooperation and Development. Not enough is said about this country project of Romania, which is the most important after NATO and the European Union.

Very few people know what this organization means and why we want to enter there. I mean, it’s not just that, a discussion or a dream we’ve had since 2000, since we’ve been trying to get there. So, talk more about the OECD, about the fact that we want to join the OECD, because we want a better life for Romanians.

We have to explain very simply to people why we want to be in the OECD, because we have access to better credit, because we have much more investments that will come to Romania”, said Abrudean.

15,000 learners

Ioana-Roxana Melenciuc-Ioan, president of the National Institute of Administration, spoke about the importance of professionalizing public administration and through the courses held within the INA.

“You are not here because you have to receive an honorary degree, you are here also because you want to be part of this network of INA graduates, high civil servants, prefects, sub-prefects, management staff from public institutions, other public servants or contractual staff, in other words, all those who want to professionalize public administration.

For INA, last year meant more than 15,000 participants in our courses, four successfully completed projects, two of them in partnership with ANAP. Next, and this year, in the area of ​​sustainability, we will hold courses on public procurement.

The year 2023 also meant 20 partnerships at national and international level, this means that we already have partnerships with most of the counterpart institutions within the EU. The year 2023 also meant a strengthened base of trainers, with more than 200 trainers and here it is not only about numbers, it is also about the quality of our trainers”, declared Ioana-Roxana Melenciuc-Ioan.

Professionalization courses for the chosen ones

The president of INA pointed out that the year 2024 will mean the organization of new courses, but also the continuation of the professionalization of the elected officials, considering that it is an election year.

“The year 2024 means new titles, it means that we understand that we are in an election year and we are trying, as we can, to contribute to the professionalization of those who are candidates or who will be elected to an elected position. It means that we want, in the future, to contribute to the strengthening of the body of managers within public institutions.

It means that we also want to enter areas that we may not have traditionally done so far, namely the area of ​​European affairs, and we will do this in partnership with the European Institute in Romania. New titles in the area of ​​communication, including the relationship with citizens, new titles in the area of ​​public policies and urban planning”, Melenciuc-Ioan also declared.
