Town halls in villages and communes have started to issue certificates attesting to the “capacity” of the locality.
Such an address was issued by the Ilfovean Gruiu commune, which appears in the official documents with a population of less than 10,000 inhabitants, for the company SC Neagu 93 Impex SRL.
According to the census carried out in 2021, the population of Gruiu commune amounts to 7,586 inhabitants, an increase compared to the previous census of 2011, when 7,412 inhabitants had been registered.
In Gruiu, if the law is applied, bakeries are no longer allowed to exist beyond April 28, when the law will come into force. The mentioned company is based in Gruiu.
Subscribed to a larger region, Ilfov county, the commune can “offer” the amount a grocery store operator needs so that he doesn’t throw away his slots and see his business unhindered.

“We hereby certify that Gruiu Commune UAT is part of Ilfov County UAT, which county had 542,686 inhabitants at the last Population and Housing Census of 2021.
