On April 29 this year, the working meeting of the County Commission for the establishment of private property rights over Suceava lands took place, attended by prefect Alexandru Moldovan and sub-prefect Florin Sinescu. On the agenda were included 100 works elaborated by the Office for the application of reparative acts and the application of the apostille within the Prefect’s Institution-Suceava County, since the last meeting that took place on 29.03.2024.
Also, at the Miscellaneous point, a number of 4 works were analyzed.
The works subject to debates and approvals concerned information of the members of the county commission on specific and specific issues, proposals of the local land commissions regarding the reconstitution of the ownership right over agricultural land, the reconstitution of the ownership right/site validation over land with forest vegetation, the allocation of land related to housing, changes or, as the case may be, corrections to property titles, resolution of appeals, changes to positions in the annexes validated by the county commission for land with forest vegetation/agricultural land, issuance of property titles based on art. 27 paragraph 21 of Law no. 18/1991 republished, with subsequent amendments and additions, as well as issuing duplicates of some property titles.
During the meeting, 90 decisions of the county commission were adopted, as follows:
– 4 decisions validating the proposals of the local commissions regarding the reconstitution of the property right for land with forest vegetation in a total area of 13.3277 ha;
– 7 decisions validating the proposals of the local commissions regarding the validation of the site for land with forest vegetation in a total area of 8.5818 ha;
– 2 decisions invalidating the proposals of the local commissions regarding the reconstitution of the property right/site validation for land with forest vegetation;
– 17 decisions – by which the requests to issue property titles based on art. 27 paragraph 21 of Law no. 18/1991 republished, with subsequent amendments and additions;
– 4 decisions – by which the applications for issuing property titles were admitted based on art. 27 paragraph 21 of Law no. 18/1991 republished, with subsequent amendments and additions, for 7.2774 ha of agricultural land;
– 52 decisions that concerned either changes to property titles or, as the case may be, enforcement of court decisions, for a number of 52 natural persons;
– 1 decision that concerned the proposal to change a position from a previously validated annex and for which no property title was issued;
– 1 decision that concerned the resolution of an appeal filed by a natural person.
During the meeting, 5 documents were analyzed with the proposal to issue a duplicate by property title, the county commission giving a favorable opinion and 2 documents sent by the local commissions regarding the validation of Annex no. 11 to GD no. 401/2013 with the subsequent amendments and additions, the granting of compensatory measures through points, covering an area of 9.1362 ha of agricultural land, 2 decisions being issued.
The agenda of the meeting also included 9 briefings on various topics specific to the land fund activity, as follows:
– the evolution of the cases in the courts, where the County Land Fund Commission is a party;
– various issues brought to the attention of the county commission by local commissions or citizens/institutions;
– enforcement of court decisions.
