The people of Bucharest have good news. The Mayor of Sector 4, Daniel Băluţă, announced that the documentation from SICAP for a new highway has been lifted. When could it be ready?
A new highway appears in Bucharest
The documentation related to the public tender for the designation of the builder of the M4 subway line Gare de Nord – Gare Progresul was published by the City Hall of Sector 4 in the Electronic System of Public Procurement (SICAP).
Daniel Băluţă, the mayor of District 4, mentioned on Wednesday, in a press conference, that the documentation was uploaded to SICAP on Tuesday and that it is in a verification stage that will last approximately 15 days by ANAF.
He pointed out that the deadline for submitting bids is 60 days and encouraged as many national and international companies as possible to participate in this tender, stressing the need to have “valuable entrepreneurs”.
Daniel Băluţă stated that he expects that in six months it will be possible to sign the execution contract, considering that in the next 30 days the signing of the financing contract for the new metro line is expected.
He estimated that the bidding process would take between six and nine months. Băluţă mentioned that after the signing of the contract, the design part will begin, but the actual works will not start earlier than ten months after the start of this design phase.
“We hope that in six months we will be able to sign the execution contract, because we expect that in the next 30 days the financing contract for this new metro line will also be signed. (…)
My estimate is that the tender procedure will take between six and nine months.
The second moment is the one when the contract will be signed and the design part will begin, earlier than ten months after the start of this design phase we cannot expect the beginning of actual works”, said Daniel Băluţă.
When will the project be ready?
He pointed out that the estimated duration for the design phase is ten months. The time for the effective execution of the project is estimated to be five years.

In February, the City Hall of Sector 4 started the construction project of the new M4 metro line. The highway will connect the North Station with the Progresul Station.
The City Hall of Sector 4 acts as an association leader in collaboration with:
- Ministry of Transport
- Metrorex
- Ilfov County Council
- and the Town Hall of Sector 5
The application for funding in the amount of 2.5 billion euros was submitted to obtain non-reimbursable European funding.
