After signing the contract, CONSITRANS SRL will have 81.2 million lei (without VAT) and a maximum of 24 months to complete this Feasibility Study. The Brașov – Bacău highway will have an estimated length of 164 km and will provide a new link between Moldova and Transylvania. The signing of the contract will be possible after the expiry of the period for submitting any appeals and after their resolution.” – Cristian Pistol
The three offers were submitted by the designers Consitrans, Mega Muhendislik and Explan.
“The Brașov – Bacău highway project is moving forward! 3 economic operators submitted offers today for the completion of the Feasibility Study necessary for the construction of the A13:
– CONSITRANS SRL
– MEGA MÜHENDISLIK MÜŞAVIRLIK A.Ş.
– EXPLAN SRL Association (leader) – DP CONSULT SA – TEKFEN MÜHENDISLIK A.Ş. (TEKFEN ENGINEERING Co. Inc.)
The Brașov – Bacău highway will be approximately 164 km long, and the winner will have 24 months to complete this Feasibility Study”, said in May 2023, the head of CNAIR, Cristian Pistol.
Last month, the Minister of Transport, Sorin Grindeanu explained that the delay is also explained by the clarifications that CNAIR requested from the National Agency for Public Procurement, the contract including geotechnical studies that until now, CNAIR requested in the design stage. Minister Grindeanu estimated the designation of the winner “in a few weeks”:
,,A 13, was the contract signed for the first time on a feasibility study. The company (Search) came and said they were quitting, before I came as a minister. Then I resumed bidding, but no one came (no no bid at second auction). It’s the documentation for the feasibility study, you don’t have to go to the field. Now we are in a situation where, following some checks from ANAP, I think we can have one winner in the coming weeks. Of course, carrying out the feasibility study also means the geo study, to go to the field and see (no drilling). After the feasibility study is completed, if we will consider it necessary to tender for design and execution on yellow FIDIC, as most have been done in Romania. Last week we received the answer from ANAP which means we can close. Let’s also see the deadlines from the Feasibility Study. There are not only deadlines that belong to the company that wins, but also deadlines that cannot be negotiated, for environmental approvals, there are Carpathian crossing areas with protected areas. I hope to sign in the coming weeks having this positive response from ANAP” – Sorin Grindeanu
