The County Council and Vrânca town halls will have to send to the Prefecture. administrative documents and drafts subject to legality in electronic format. The measure appears in a legislative project under debate.

The local public authorities will be obliged to transmit, to the Prefecture, the administrative documents and draft decisions in order to grant the legality opinion only in electronic format. The measure, provided for in a draft normative act, aims to reduce the amount of paper used in local administration.

The new regulations are proposed, according to the initiators of the law, “to increase the degree of digitization in the local public administration, reduce related costs, reduce the impact on the environment by reducing the amount of paper used, but also to increase the degree of transparency”.

The legislative project proposed for debate in Parliament aims to amend the section on the communication and notification of administrative acts in the Administrative Code.

Thus, the general secretaries of the County Council and the town halls will communicate all documents to the prefect exclusively in electronic format. It is about the giving of draft decisions.

According to the law, administrative documents issued by local authorities can be normative or individual in nature. On the one hand, we have decisions adopted by the local council and the county council, and on the other, provisions issued by the mayor and the president of the county council.

At the same time, the documentation accompanying the decision projects, which, moreover, allow their inclusion on the agenda of local / county council meetings, must contain the approval report, as for presentation and motivation, signed by the initiator; the reports of the relevant departments within the specialized apparatus of the mayor/county council president; the advisory opinions of the specialized commissions of the local/county council; other documents provided by special legislation.
