Through an Order signed by the president of the National Health Insurance House and published in the Official Gazette, a new regulation is introduced regarding the extension of the validity of the replacement certificate of the National Health Insurance Card until the duplicate card is issued.

Before this change, the validity period of the certificate was 60 days, which implied the need to periodically issue a new certificate until the new card was received.

Valeria Herdea, the president of CNAS, emphasized that the extension of the validity period of the certificate will avoid unpleasant situations in which the insured have to make repeated trips to the Health Insurance Companies.

This measure will debureaucratize and streamline their activity, contributing to the reduction of queues at the counters.

“The time until the duplicate card is issued can exceed two months, and the insured can be put in the unpleasant situation of making repeated trips to health insurance companies.

The measure of extending the validity period of the certificate to replace the implicitly duplicated national card debureaucratizes and streamlines the activity of health insurance companies and reduces the queues at the counters”, said Valeria Herdea, president of CNAS.

The new order allows the submission of the request for the issuance of the duplicate card also by post or by electronic means of remote communication, provided that it is accompanied by a copy of the identity document and, as the case may be, other supporting documents, as well as proof of payment of the value of the duplicate card .

Endless queues are to be avoided

Duplicate card applicants can also be sent the replacement certificate by means of remote communication. Certificates issued prior to the entry into force of the new order retain their original validity period.

At the same time, insured persons who have never had a national health card issued can benefit from medical services without the need to present a certificate instead of the card.

This certificate is issued for insured persons who apply to the health insurance company for the issuance of a duplicate card, in the case of:

  • loss, damage, theft of the original card;
  • the change of the identity data of the holders, compared to those registered on the card, according to cnas.ro.
