Traffic jams, ban on parking on connecting streets and paid parking on one-way streets, solar study, as well as reducing the number of floors. These are some of the observations of the citizens of Sibiu sent to the mayor’s office during the public debate of the Zonal Urban Plan (PUZ) – Development of a mixed area (residential and commercial buildings), development of a children’s playground, parking and green area on lands in the area of ​​Fabricii, Lector and Şerbota streets .

“The restructuring of the old industrial area, currently located in an area adjacent to the central area, near the CFR train station of the city of Sibiu, requires, together with the construction of new residential spaces intended for individual living, the completion of the area with related and commercial services, with the aim of achieving a balance of the requirements and the supply related to this mixed area. Vacant land resulting from the demolition of old industries also has development potential for green areas. In addition to collective housing and complementary services/trade, squares and green areas will be set up, for relaxation and free time, which will be addressed to the residents of the entire neighboring area,” the information report of the documentation presented on the website states. Three plots were considered – one isolated, with frontage on Bâlea street and two more neighboring plots, with frontage/access from Fabricii, Şerbota and Lector streets. The construction of a Lidl store is also being considered near the three plots.

According to the PUG approved with HCL 165/28.14.2011, the land in question is buildable (UTR RiM ​​- restructuring of industrial areas – mixed area). It is desired to regulate the studied lands as mixed purpose lots – residential buildings with collective housing and commercial spaces on the ground floor, only for buildings with front/access from Bâlea and Fabricii streets. Height mode is S+P+3E+R.

During the public debate, four notifications were registered.

“Considering the development of shops and collective housing buildings in this area, it is absolutely necessary to create sufficient parking spaces for both residential and commercial functions. At the same time, on the part of the Sibiu City Hall, a better/efficient systematization of the circulation in the area immediately adjacent to these studied plots is necessary, in order to avoid the effect produced by the opening of the NTT headquarters. Thus, since the opening of this office (which benefits from a very generous parking lot that is almost always 50% empty), traffic on Serbota Street has become an ordeal, with cars parked on both sides of the street, even though we are talking about a double-lane street direction, it can barely move in one direction. In addition, in the very near future the commercial space on the ground floor of the NTT building will also be completed (from what I understand it will be a bank headquarters), which will lead to even greater congestion in that area”, writes a Sibiian in the complaint sent to the town hall on November 22, 2023.

In order to avoid these types of blockages, he considers it imperative that the competent authorities implement the prohibition of parking on the connecting streets that will take over car traffic from the respective area.

At the same time, in order to create parking spaces that may be occupied by visitors to the newly created commercial spaces in the area, parking spaces can be marked on the one-way streets in the area, as was done on the last section of Urlea Street, the between Şerbota and Fabricii.

“Given the fact that there will be increased traffic in the area and the increased need for parking spaces, it is imperative that these newly created parking spaces are PAYABLE, so that they are not occupied by residents from the area. The implementation of a one-way street on Șerbota street is not feasible for the simple reason that it should take over the traffic from the one-way streets in the area (Axente Sever, G. Enescu, Podragu, Urlea), argues the same Sibiian.

The representatives of CONCEPT STUDIO answer that the designer’s vision is to combine all the parking spaces in the basements of the collective housing, and as far as traffic jams are concerned, road signs with parking prohibited on both directions of traffic will be proposed, so that traffic is no longer blocked by vehicles parked on the side of the road.

“In the PUZ urban planning documentation it is clearly specified that for this plot an additional PUD urban planning documentation is required to clarify the accesses and how to park vehicles. Your suggestion is welcome, we will take it into consideration, and forward it to the town hall,” is the response of the designers to this notification.

Considering the complaints received during the period allocated to information and public consultation, the Urban Planning Service proposed the reanalysis of the project documentation.
