Special measures were taken in Cluj after a section of Uliului street broke and a deep crater appeared. A state of alert was declared in the area affected by the landslide, which is constantly monitored by the crews of the Cluj Emergency Situations Inspectorate, as well as the Local Police.

Until this moment, the authorities specify that the houses on the street would not be in danger, but the underground utility networks are in danger. The people of Cluj who live in the area are always at risk of running out of water and gas, in addition to the fact that they are isolated from the road point of view. The only access route remains through the forest, but only with off-road vehicles or emergency vehicles.

“Following the telephone reports received by the Cluj-Napoca City Hall regarding the appearance of cracks and breaks in the roadway and in the context of the declaration of the state of alert, in the area affected by the landslide on Uliului Street, in the area of ​​postal code no. 90, we make the following clarifications:

During the night of April 26-27, the Service for Emergency Situations was called through the Single Emergency Number 112 regarding the breakdown of a roadway on Uliului Street in Cluj-Napoca. Thus, representatives of the Emergency Situations Service from Cluj-Napoca City Hall and a crew with a special vehicle from the Emergency Situations Service from the Inspectorate for Emergency Situations “Avram Iancu” went to the scene as an emergency Cluj. They found landslides and ruptures on an area of ​​approximately 20 meters, of the roadway, deciding to close the road sector and requesting expertise.

In the first part of April 27, the head of the Service for Emergency Situations, from the Cluj-Napoca City Hall, an inspector from ISU Cluj, as well as employees of the Technical Directorate and the Cluj Local Police returned to reassess the situation on the ground and to be present at the geotechnical expertise.

According to the Technical Finding Note no. 290 / 27.04.2024 regarding mechanical strength and stability, it was found that retrogressive, fast landslides do not endanger, until this moment, the constructions downstream of the road, but there is a risk that the building networks will be affected.

Considering the address no. 443.647/472/27.04.2024 of the Cluj-Napoca City Hall – Administration Department, Emergency Situations Service, registered with number 4.568/27.04.2024 at the Prefect’s Institution – Cluj County and taking into account the Technical Note of findings no. 290/27.04.2024 of the GEODESIGN SRL company, registered at the Prefect’s Institution – Cluj County with no. 4.571/27.04.2024, in accordance with article 4^2 para. (1), as well as of Article 4^3 para. (1) of the Government’s Emergency Ordinance no. 68 of May 14, 2020 for the amendment and completion of some normative acts with incidence in the field of emergency management and civil protection, the Prefect of Cluj County, Mrs. Irina Munteanu issued the Agreement for the declaration of the state of alert in the affected area.

Based on the Agreement for declaring a state of alert issued by the Prefect of Cluj County, Mrs. Irina Munteanu, in accordance with existing legislation, the Local Committee for Emergency Situations of Cluj-Napoca issued Decision no. 8 of 27.04.2024, which provides the following:

Art. 1 Declaration of the state of alert on Uliului Street in the area affected by landslides;

Art. 2 Closure of car traffic on Uliului Street on the section affected by the landslide;

Art. 3 Appropriate signaling of the area affected by the landslide;

Art. 4 Ensuring the presence of local police crews;

Art. 5 Identification of alternative access routes. In the situation in which the identified solution involves the realization of development works, RADP is mandated to intervene as an emergency for its development within the municipality, with the provision of financial resources in order to implement these works;

Art. 6 In the situation where the identified alternative route exceeds the administrative-territorial radius of the Cluj-Napoca municipality, the County Committee for Emergency Situations will be notified as an emergency.

Today, 28.04.2024, the specialized commission for ascertaining the effects of dangerous hydrometeorological phenomena, registered at the level of administrative units in Cluj County, appointed by Order of the Prefect of Cluj County no. 86 of 08.02.2024, consisting of representatives of the Prefect’s Institution, the Inspectorate for Emergency Situations “Avram Iancu” of Cluj County, the County Construction Inspectorate, the Someș-Tisa Water Basin Administration – Cluj Water Management System and Cluj City Hall -Napoca, as a result of the checks, they found the following:

Regarding the landslide on Uliului street in the municipality of Cluj-Napoca, next to number 90.

on a length of approx. 20-30 meters away, there is a slope slide that caused the roadway to give way and the road foundation to dislodge (the left lane being affected in its entirety and a large part of the right lane of the street in the uphill direction);

there is partial or total damage to building networks (water, sewer, gas);

the access roads are blocked in both directions (from no. 90).

The following recommendations were issued:

first emergency intervention measures based on a preliminary expert report in the field of Af;.

drawing up a final expert report, field Af, to identify the causes of the landslide and establish consolidation solutions;.

on the area of ​​influence, if applicable, according to the conclusion of the technical expertise in the field of Af, it is proposed to have the expertise of neighboring buildings and related installations;

continuous monitoring of affected utility networks, as well as emergency intervention in case of breakdowns;

appropriate signaling of the area affected by the landslide, ensuring the permanence of local police crews and informing citizens about the measures ordered.

Today, the Cluj County Committee for Emergency Situations, meeting online in an extraordinary meeting, issued Decision no. 3, regarding the approval of Finding Note no. 4.575/1/II of 28.04.2024 for the assessment of the situation generated by the landslide in the municipality of Cluj-Napoca, str. Uliului no. 90, as well as for establishing measures and actions to remedy the situation on the ground:

Art. 1 The Local Committee for Emergency Situations of Cluj-Napoca will order as an emergency, according to the legal procedures in force, the necessary measures and actions to remove the effects produced by the landslide on Uliului street no. 90, for the restoration of infrastructure objectives and the elimination of potential dangers for the population and its goods (interruptions of public utility services, intervention of first aid crews, etc.).

Art. 2

(1) The Local Committee for Emergency Situations of the municipality of Cluj-Napoca, with the direct support of the local public authorities in the Florești commune, will establish the bypass car access option, necessary for residents and for the provision of emergency medical services and firefighters, thus eliminating the isolation the area affected by the landslide;

(2) The Cadastre and Real Estate Advertising Office Cluj will urgently identify the possible land owners/administrators on the route of the established bypass route;

(3) The Local Committee for Emergency Situations of Cluj-Napoca will order the necessary measures and actions for the delimitation, signaling and securing of the affected perimeter.

Art. 3 The utility providers, namely DELGAZ Grid SA, Cluj-Napoca Branch – Distributie Energie Electrică Romania and Compania de Apa Someș SA, will ensure permanent monitoring of the affected perimeter to prevent any incident that could endanger the life and health of the population and of its assets, the measure to be lifted once the situation in the field returns to normal.

Art. 4 The County Committee for Emergency Situations Cluj will support, whenever necessary, the authorities of the local public administration in the municipality of Cluj-Napoca, and the Institution of the Prefect of Cluj County will initiate, if necessary, the corresponding legal steps to the central structures of decision to solve the problem.

Art. 5 The permanent technical secretariat of the Cluj County Committee for Emergency Situations is entrusted with communicating the provisions of this decision to those interested.

The Institution of the Prefect – Cluj County, together with the City Hall of Cluj-Napoca and the authorities with attributions in the field, constantly monitors the evolution of the situation”, transmit those from the Prefect’s Institution – Cluj County.
