The Territorial Labor Inspectorate (ITM) Constanţa carried out, this month, a series of control actions, as part of the national campaign for the verification of employers carrying out activities in the field of building construction. All this in the conditions where the field of construction constitutes one of the sectors with an important weight in the national economy. Based on the analysis of the statistical data on the frequency index, which indicates the number of injured persons returning to a thousand workers, it was found that this sector of activity has a major weight in the total number of injured persons at work. Because of this, it was necessary to intensify the actions of verification and monitoring of the way in which the legal provisions in the field of safety and health at work are respected, as well as on the way in which the employers carry out the safety and health measures ordered by the labor inspectors, in the temporary construction sites and mobile.
According to the head of ITM Constanţa, Marian Becheanu, in this control action, the main aim was to identify and verify the economic agents operating in the above-mentioned fields, to eliminate the non-conformities found, by ordering mandatory measures to remedy them and applying the corresponding contraventional sanctions there detects deviations. Also, a special attention was paid to the verification of compliance by the economic agents in this sector of activity with all the working conditions of the workers, taking into account in particular the identification of situations of serious and imminent danger, the suspension of the activity/stopping from function of the work equipment that generates such situations, etc.
“From the point of view of labor relations, 72 employers were checked, three people were found practicing undeclared work, four contraventional sanctions were applied, of which three contraventional fines, in the amount of 61,500 lei and one contraventional sanction with a warning . For the identified deficiencies, eight mandatory measures were ordered, with due dates for remediation. Following the controls carried out by specialized inspectors from the Occupational Safety and Health service at 26 employers, 14 contraventional sanctions were applied with fines in the amount of 57,000 lei and 14 mandatory measures were ordered, with deadlines for remediation” , said the chief inspector.
