A new bill tabled by the Liberals seeks to amend the law requiring road tolls to be paid before using national roads. What exactly is it about?

The law regarding the payment of damages is changing

Deputies of the National Liberal Party (PNL) have submitted a bill to Parliament to amend Law 226/2023 on the application of tolls on the national road network in Romania, more precisely, Rovinia.

The proposal aims to allow the payment of the toll within a maximum of 24 hours after using the national roads, replacing the current provision that it must be paid before use.

The project, signed by 25 PNL deputies, aims to eliminate the provision that requires the payment of the toll before using national roads, thus offering flexibility to users. The legislative proposal redefines the structure of the toll, establishing daily, 10-day, 30-day, 60-day and 12-month rates, with proportional and limited rates for each time interval.

The daily rate does not exceed 9% of the 12-month rate, the 10-day rate does not exceed 12% of the 12-month rate, the 30-day rate does not exceed 19% of the 12-month rate, and the 60-day rate does not exceed 30 % of the tariff for 12 months, provides the proposed normative act.

In the current text it is specified that the toll is paid prior to the use of the national road network in Romania.

The toll can be paid after using the national roads

According to the proposed normative act, payment and issuance of the receipt can be done no more than 30 days before and no later than 24 hours from the date of its validity. This measure comes in response to the concerns of users who, for various reasons, forget to pay their bills, being penalized automatically, without having the possibility to remedy the situation.

The initiators of the project point out that currently, the law requires that the toll be paid before using the national roads, and in the case of the Fetești bridge toll, users have the opportunity to pay the toll up to 24 hours after crossing the bridge. The proposed amendment would aim to provide the same flexibility for the payment of the damage.

“We believe that it is necessary to amend the law in order to enable users of the national road network to pay the toll within 24 hours of using the national roads. Such a measure comes to the aid of fair citizens who were careless and would represent another step in the right direction regarding the payment of the toll, after the implementation of the online payment system”, the initiators also state in the statement of reasons of the project.

The project is to be debated in the Senate, and later in that of the Chamber of Deputies, the decision-making body in this case.
