VIDEO Several USR politicians – protest at the Ministry of Education against the project to change the Education Laws, “which will transform the oligarchs from the Universities into large landowners”

“Spontaneous gesture of protest against the text of the last ordinance that Mrs. Ligia Deca, the Minister of Education, is preparing” – this is how several USR parliamentarians presented a demonstration they organized, on Tuesday morning, in front of the Ministry of Education. They thus protested against some provisions of the draft Emergency Ordinance prepared by the ministry to change the Education Laws, provisions which USR representatives say represent “a monstrous matter that will transform the University oligarchs into large landowners”.

The provisions of the draft amendment to the Laws of Education, through the GEO, attacked by the USR:

“Higher Education Law no. 199/2023 (…) is completed as follows:

(…) ‘6. In art. 152 para. (5) is amended and will have the following content:

• “(5) The subjective rights of the higher education institutions over the goods in the public domain of the state can be rights of administration, use, concession, surface or rental, under the conditions of the law.’

7. Article 152 after paragraph (5) is supplemented with a new paragraph, paragraph (51) and will have the following content:

• (51) Higher education institutions can request the granting of the surface right on the lands in the public domain of the Romanian state/territorial administrative unit, for the purpose of implementing infrastructure projects with financing from external non-reimbursable funds or from their own income. The surface right is established for a fee, on the basis of a convention, for a duration of 99 years, under financial conditions approved by a Government decision, initiated by the Ministry of Education at the proposal of the higher education institution.'”

Last week, USR senator Ștefan Pălărie had accused the Ministry that through these provisions, which would allow universities to erect constructions on public lands, “university oligarchs are preparing to give a bigger real estate cannon than Romexpo, with the help of the Deca League”.

Now, several parliamentarians of the same party, including Ștefan Pălărie, protested in front of the Ministry against these provisions, arguing that the draft law would represent a “law dedicated to real estate developers”.

From the statements made by Ștefan Pălărie at the protest:

• The demonstration is a “spontaneous gesture of protest against the text of the latest ordinance that Mrs. Ligia Deca, the Minister of Education, is preparing”
• “We vehemently protest against one of the provisions, a monstrous matter that will transform the University oligarchs into large landowners able to dispose of the use of public domain properties. This includes non-reimbursable funds and European money.”
• “We understand that a fiddler can give songs with dedication, it is inadmissible for a high official of the state to give laws with dedication for real estate developers”
• “In case Minister Ligia Deca no longer knows where to turn when she feels lost, we draw her attention to the fact that in this little booklet called the Constitution of Romania and which is the fundamental law that all other laws respect, in the article 136 we have a very simple provision: the property is public or private, it says in para. 1, and in para. 4 says: Assets in public ownership are, attention, inalienable (…)”
