The Citadel of Arad will become the property of the local authorities, without them spending any money, the mayor of the city Călin Bibarț announced on Monday, after recent discussions with the Ministry of National Defense.
According to a press release from the Arad City Hall, for this it will be necessary that Government Decision no. 1100 of November 3, 2010 to be amended. According to the aforementioned normative act, art.1 approves “the transfer of a building, …, from the public domain of the state and from the administration of the Ministry of National Defense to the public domain of the municipality of Arad and into the administration of the Local Council of the Municipality of Arad. (2) After taking over, the building provided for in paragraph (1) will be used in order to rehabilitate and bring it into the civil circuit and capitalize on the historical and cultural potential of the Arad Citadel”.
Instead, the military unit in Gai was to be transferred “from the public domain of the state and from the administration of the Ministry of National Defense to the public domain of the municipality of Arad and to the administration of the Local Council of the Municipality of Arad, for carrying out investment works in order to rehabilitate from its own funds local administration”, and after the reception at the end of the investment works, the new military unit was to pass “into the public domain of the state and into the administration of the Ministry of National Defense”.
“Following the most recent meeting with the Secretary of State from the Ministry of National Defense, Eduard Bachide, right in the military unit in Arad, Mayor Călin Bibarț signed a protocol and thus obtained guarantees that on the agenda of one of the next meetings of the Government will also be the new decision according to which the military unit in Gai will pass from the public domain of the Municipality of Arad and from the administration of CLM Arad to the public domain of the state and the administration of the Ministry of National Defense which will undertake to rehabilitate it from its own funds”. it is shown in the press release.
Thus, the municipality of Arad will only have to deforest and landscape the entire 17 ha area and carry out works to ensure the utilities.
“I am glad that I had an understanding in the discussions I had with the Prime Minister.
These have materialized, at the disposition of His Majesty, with a visit to the Arad Citadel by the Minister of Defense and then by the Secretary of State for Defense, with whom we concluded a minute at the end of March by which the Ministry of Defense agrees and undertakes to take over the unit in Gai and build a new military unit with his own money, and we oblige ourselves to clean up there and secure the branches. On the basis of this minute, the Ministry of Defense submitted to the Government the note proposing the amendment of the Government Decision from 2010. I expect that after the Government meeting this week or next week we will receive the memorandum to the City Council by which we will assume, through the vote of the councilors, our minimums obligations. Basically, we are no longer obliged to spend more than 20 million euros for a military unit. Basically, it would have meant that we would have bought the Citadel, which was not right at all”, said mayor Călin Bibarț.
The Citadel of Arad is to be rehabilitated and capitalized from a historical and cultural point of view.
