Romania needs a better legislative framework, based on which it can act. The Commission for Defense, Public Order and National Security in the Romanian Parliament found that the defense laws have not been updated for 30 years.

Thus, it was decided to establish a working group made up of 6 parliamentarians from within the commissions for defense, public order and national security working in coordination with the leaders of the Ministry of Defense.

There are two draft laws, in decision-making transparency, that reached the decision-making table of this working group: the National Defense Law and the Law on the national integrated management system of crisis situations.

One of the changes proposed by PSD leader Iulian Badea aims at expanding the powers of the secret military service of the army. The Ministry of Defense supports this initiative, as shown by the public correspondence registered on the parliamentary circuit between PSD vice-leader Iulian Badea and the Minister of Defense, Angel Tîlvar.

“I was nominated by the PSD, as the deputy leader of the parliamentary group, to be part of this small team of people who study and amend the draft laws with incidence in the field of defense and national security.

Together with 5 other parliamentary colleagues, we will have to come up with opinions, observations and proposals to improve the current defense law, which has not been updated for decades, at the end of the next few weeks.

We need a legal cover on the basis of which Romania can act for the benefit of the national interest. The current dynamic, turbulent and unpredictable geopolitical context imposes this objective that we are working on in these work sessions”, explained the parliamentarian.

“Last week I participated in the presentation of the CSAT report and, apart from the classified component of this report, what I can remind you is that not far from us there is a war in which Romania is facing numerous threats and vulnerabilities that such a of military confrontation in the proximity of the country.

The climate of security and stability has deteriorated significantly, and the CSAT report only reinforces this state of affairs.

Russian propaganda tried to undermine confidence in the Romanian Army. Moreover, attempts were made to infiltrate Russian spies among the Ukrainian refugees and even penetrate the institutions and communications networks from our country. There are only a few aspects that the secretary of CSAT reported to the specialized commission in which I carry out my activity.

The approach of the war to Romania’s borders is a serious reason for amending the legislation in force. Extending the same idea, we came up with the proposal within the working group to submit to our debate the entire package of national defense and security laws.

This proposal aims to shortlist several laws or legislative drafts, among them: Law 122 – the law on weapons and ammunition, Law 257 – the law on the shooting down of unauthorized aerial vehicles that enter the national space and the draft law on the reorganization of the secret service of the army, DGIA”, says the elected of the people.

“Secret services must be strengthened! The extensive operational needs are motivated by the situation in which Romania finds itself. Moreover, the information collected, analyzed and exploited by the secret structures can become vital for the protection of Romanian citizens. I believe that the draft law, which has been in decision-making transparency since last year, can be improved.

It is not perfect, but it can be perfected in a form in which it does not trigger parallels with the activity of other structures with an impact on national security. Here we are discussing a harmonization and by no means an overlap of the competences or attributes acquired by other secret services”, specifies Iulian Badea, in a point of view granted to Mediafax.
