As part of the urban regeneration project of the Nufărul neighborhood, the City Hall wants to solve one of the urgent problems of the area, that of parking spaces, by building an underground garage in the vicinity of the Onisifor Ghibu College.
The investment, however, gives chills to some Oradeans who live nearby and who have collected signatures to ask the City Hall to abandon the project, fearing that the excavations will affect the structure of the blocks.
Regeneration with complaints
One of the City Hall’s ambitious projects in recent years, the urban regeneration of the Nufărul neighborhood, continues to be challenged. After dozens of people opposed the transformation of an alley between the blocks on Aleea Onisifor Ghibu into a road, their revolt causing the mayor Florin Birta to give in, it was the turn of some of their neighbors to shout their displeasure.
More than 80 tenants from the Nufărul Alb association, on Nufărului street, are asking the City Hall to abandon the desire to build an underground garage on the site of the Onisifor Ghibu College parking lot and the park next to the school. According to the municipality’s plans, the three-level, 1,000-space parking lot will be a solution to the shortage in the neighborhood, where there are only 1,500 parking spaces for almost 6,000 apartments.
Fear of earthquake
The site of the future underground parking lot, which will cover 15,000 square meters, displeases the 82 plaintiffs. “Under no circumstances do we agree with the experimental excavations of the Oradea City Hall for the construction of the underground parking under the Onisifor Ghibu park. Such a construction of considerable depth could destabilize the soil in the surroundings through possible earth shocks and would represent a risk factor, with serious consequences”, states the complaint submitted by the association to the City Hall since last year, when the regeneration was under public debate .
People fear that the foundations of neighboring blocks will be destabilized. “In the event of an earthquake, even of low intensity, the risk and danger to which we are exposed will be even greater,” they point out.
Cars, first
With the disaster on Dealul Ciuperca still fresh in their minds, because it went downhill shortly after it was rehabilitated, people fear that there will be a similar catastrophe in Nufărul. “Who guarantees us that a landslide will not happen here as well? After the tragedy will happen, no one will care that we stay on the roads”, says a tenant from the blocks that will be adjacent to the parking lot.
Since last year, the woman has been collecting examples of news from all over the world with blocks tilted or damaged due to construction sites, and she thinks with horror that she might end up injured. “Nowhere in the world is such a large construction done between old blocks. The town hall had to find another land, there are so many empty fields at the edge of the neighborhood”, says the Oradea resident.
People are also bothered by the pollution that the parking lot will generate, a magnet for cars. “In Oradea, all the investments seem to be for encouraging drivers and cars, not for discouraging them. We are building a gigantic parking lot in the middle of the blocks, sacrificing a playground, but we claim to be a green city,” says the plaintiff.

Also in writing, the City Hall conveyed to the disgruntled citizens of Oradea that the parking lot will not have 4 floors, as the initial plans provided, but 3, and guaranteed that the works will be done only after the specialists have carried out soil checks, technical expertise and geological studies .
“The parking lot will be completely buried below the natural ground level and will have, on average, the smallest distance of at least 20 meters from the constructions of collective housing, a surface that offers the possibility of carrying out all the safety measures regarding the resistance and stability of the existing buildings” , supports the City Hall.
Distrustful and dissatisfied, the people sent their complaint to Bucharest, from the Prime Minister’s office to the People’s Advocate, IGSU, the Romanian Police. But, despite their opposition, last month the urban regeneration project, including the super-parking, also received the vote of the City Council, so they should get used to the thought that the investment will be made. And hope for the best…
