Evaluation of the activity and results obtained by the Dâmbovița County Gendarmerie Inspectorate in 2023. As we all know, 2023 was a year full of challenges in all areas of social, economic and political life.

From the point of view of the missions under the competence of the Gendarmerie, the main characteristic of the past year was the exponential increase in the number of people participating in various demonstrations and events held in the public space, both cultural-artistic, sports, but also promotional and character religious.

In this sense, the activity of the Dâmbovița County Gendarmerie Inspectorate sought to increase the quality of the public service offered to the community, through a proactive approach, oriented towards the defense of order and public peace, of the fundamental rights and freedoms of citizens, of public and private property, as well as towards the protection fundamental institutions of the state and the prevention of acts of terrorism.

OBJECTIVES CONSIDERED DURING THE EVALUATED PERIOD

Among the general objectives that our institution has assumed for the year 2023 and that we believe we have achieved, I would list the following:

– The efficiency of public order and safety missions

– Modernization of the security of objectives and transports of special products, goods and valuables;

– Increasing the performance of operative structures

– Ensuring operational and decision-making support

– Consolidation of public communication mechanisms

RESOURCES MANAGEMENT

Regarding resource management, we will first of all address the most valuable resource that our institution has, the human resource.

Thus, on 01.01.2024, the staffing percentage of the Dâmbovița County Gendarmerie Inspectorate is 77.64, with 441 military personnel and contractual personnel.

Moreover, the lack of staff has been the main burden we have been facing lately, with more than 120 non-staff positions at the inspectorate level.

Considering this aspect, one of the constant concerns was the recruitment of candidates for the military schools of gendarmerie officers and non-commissioned officers, so 77 candidates were selected, of which 34 were declared “admitted”.

To ensure a quality service for the community, the professional training of the inspectorate’s staff was a priority among the activities carried out. In this sense, monthly practical training sessions were held for the development of the basic tactical skills of operative personnel, and training sessions were held to update theoretical knowledge and present new normative acts. Also, individual shooting sessions were carried out with all categories of equipment and physical education sessions were held for the development of motor skills and training in the execution of self-defense procedures.

To improve the working conditions for the unit’s staff, we carried out several activities, among which we mention:

– the purchase of a work container equipped with all the facilities, in order to set up some office spaces;

– the start of the works to obtain financing from European funds within the Program – key 1 – Renewable energy sources and energy storage for the construction of a park of photovoltaic panels to ensure the consumption of electricity at the level of the unit;

– starting the procedure to build a sports hall with a 102-seat tribune, financed through the National Investment Company.

– carrying out activities in a project with the World Bank for the execution of consolidation and modernization works of two buildings intended for office space.

It was also provided with means of transport specific to the types of missions performed (for example, the mountain gendarmerie stations were equipped with two 4×4 vehicles with modern equipment, a Jeep Wrangler for the Peștera Mountain Gendarmerie Station and a Ssangyong Musso Grand for the Montan Zănoaga Gendarmerie Station), as well as the provision of specific means of individual protection for personnel performing public order and intervention missions (bulletproof helmets and vests, anti-stab vests and others).

INTEGRATED MANAGEMENT OF PUBLIC ORDER AND SECURITY

During the analyzed period, the efforts of the public order structures within the Dâmbovița County Gendarmerie Inspectorate focused on the efficient management of public order assurance missions on the occasion of events involving large crowds of people, participation in maintaining a climate of public safety, such as and the execution of temporary missions in accordance with the legal provisions in force.

On the Public Order Assurance component, the activity was realized by the execution of a number of 423 missions. By category of events, the situation is presented as follows: 15 missions on the occasion of protest demonstrations; 248 missions on the occasion of cultural-artistic and religious events; 134 missions on the occasion of sports events; 26 missions on the occasion of other types of public events.

On the Public Order Maintenance component, the activity consisted in the execution of a number of 7,328 missions, both through the organization of mixed patrols together with the Dâmbovița County Police Inspectorate, but also through independent gendarme patrols. Special attention was paid by the gendarmes to the area of ​​pre-university education institutions and the area of ​​the Bucegi Mountain Plateau, through the activity of the two mountain gendarme posts from Peștera and Zănoaga.

Starting from June of last year within the BLOCADA action to prevent and combat acts of violence and the phenomenon of possession, consumption and trafficking of psychoactive/prohibited substances, the gendarmes acted in 1348 devices together with the police forces.

Along the lines of special and anti-terrorist actions, the efforts were focused on the efficient management and management of medium and high-risk missions and on the execution of missions in cooperation with institutional partners (SCCO, DIICOT, IGI, Mărgineni Penitentiary, etc.), being organized and 342 missions executed:

In line with the prevention and combating of antisocial acts, 64 prevention actions were carried out, both independently and together with local partners (IPJ Dâmbovița, National Anti-Drug Agency, ANITP, SJA Dâmbovița, Găesti and Mărgineni Prisons) and 682 were executed of delivery warrants.

In accordance with the normative acts in force, the Dâmbovița County Gendarmerie Inspectorate ensures both security and internal order during activities with the public at more than 20 public institutions (seats of courts, prosecutors, treasuries, DIICOT, the Prefect’s Institution, etc. ).

We also ensure the guarding, supervision and intervention of the main oil product transport pipelines on sections of more than 500 km, belonging to SC CONPET SA, for this purpose 1449 specific missions were carried out.

A significant weight among the missions on the guard line under the competence of the unit is guarding and accompanying special transports for the benefit of the companies with which the unit has service contracts. Thus, the inspectorate’s personnel ensured the protection of 180 shipments of special products, 117 shipments of goods and valuables and 544 missions to protect the shipments of classified mail.

The activity in the segment of inter-institutional cooperation took place on the basis of the cooperation/collaboration documents concluded with the institutional partners, being organized and executed a number of 432 missions to ensure a climate of civic safety.

As a result of all the missions executed, several findings of antisocial acts were recorded, as follows:

– 1151 acts of a contraventional nature were found, of which 665 were sanctioned with fines in the amount of 434,000 lei, and 486 were sanctioned with a warning.

– 112 acts of a criminal nature were found, of which 54 were in specific missions of the Gendarmerie and 58 in missions executed in cooperation with other institutions.

Also, the mountain gendarmerie structures carried out 14 rescue/evacuation actions and provided support to a number of 32 tourists.

But the most important result we achieved was the institution’s contribution to increasing the degree of safety of citizens in public space.

The information and public relations activity mainly aimed at consolidating the positive image that the inspectorate has at the local level, through the objective and impartial reflection of the results obtained in the daily missions and organized activities.

In 2023, several humanitarian and institutional image promotion activities were carried out, among which we can exemplify: blood donation activities, in which more than 120 employees of the unit and citizens participated; the tribute meeting dedicated to the Day of the Romanian Gendarmerie; Open Day with the participation of over 300 students and others.

In this way, we would like to thank the media institutions for the correct and objective reflection of the inspectorate’s activities and results.

OBJECTIVES FOR THE YEAR 2024

And the year 2024 is predicted to be quite a “busy” year for the missions of the Dambovița Gendarmerie. In addition to the public events that involve large gatherings of people that we are used to annually, which are already traditional at the county level (we can exemplify here religious events with approximately 20,000 people, cultural-artistic events with over 15,000 participants, sports events with approximately 8,000 of spectators, etc.), being an election year, there will certainly be enough challenges in terms of public order.

Of course, for this year as well, we set ourselves goals to achieve, as follows:

-Efficiency of the capacity for action and intervention

-Increasing the safety level of the objectives of goods and values

– Increasing the performance of operative structures

-Efficiency of the management of support structures and the development of logistic capacity

-Consolidation of public communication mechanisms

-Improving working conditions for the unit’s staff.
