The Minister of Health, Alexandru Rafila, stated that in recent months he noticed that at the Administration of Hospitals and Medical Services in Bucharest “there was a lot of commotion” from the point of view of ongoing criminal investigations and from the point of view of some problems related to the authorization some of the hospitals.

Rafila was asked how he comments on the situation at ASSMB, where the director was accused by the prosecutors of having received a bribe.

“As I have always done, when it comes to an ongoing criminal investigation, I am reserved, I cannot make any kind of comments. It is normal for it to be so, because the criminal investigation must not be influenced by the statements of some people who work in the administration or are in the political area. However, I cannot fail to notice the fact that in recent months there has been a lot of commotion at the ASSMB from this point of view, from the point of view of the ongoing criminal investigations, and from the point of view of some problems that I notified through the Directorate of Public Health of the Municipality of Bucharest regarding the authorization of some of the hospitals and the fact that they did not even apply or applied at the last moment for operating sanitary authorizations. This is something that concerns us because it is directly related to the safety of patients and the Directorate of Public Health is trying to find the best solutions so that these things can be solved in a short time. For the rest, speaking of the ASSMB director, I have no comment, we are waiting for the investigation”, said Rafila at the Palace of the Parliament.

The general director of the Administration of Hospitals and Medical Services Bucharest (ASSMB), Oana Sivache, is accused by the DNA prosecutors of having received a bribe from the manager of the Coltea Hospital, Ioan-Bogdan Furtună, consisting of the payment of rent and utilities for a building in Bucharest on which she would have occupied with her family.

“During the period 01.07.2023 – 27.02.2024, the defendant Sivache Gabriela-Oana, in the capacity mentioned above (no. on the date of the act general director/deputy general director of ASSMB), allegedly received from the defendant Furtună Ioan-Bogdan improper benefits that would have consisted in the payment of the monthly rent and utility bills, in the amount of 39,295 lei, for a building in Bucharest that the ASSMB head would have occupied with her family. In exchange for obtaining those benefits, the defendant Sivache Gabriela-Oana would have taken steps for the defendant Furtună Ioan-Bogdan to be appointed interim manager of the Coltea Clinical Hospital, starting on 04.11.2022”, according to a statement sent on Wednesday , by DNA.

Gabriela-Oana Sivache is under judicial review for bribery, and Ioan-Bogdan Furtună, interim manager at Coltea Clinical Hospital in Bucharest, is also under judicial review for bribery.

During the period of the judicial control, the two are prohibited from exercising their functions, says the DNA.

The mayor of the capital, Nicusor Dan, states that Oana Sivache will be replaced on Thursday from the management of the Bucharest Hospitals and Medical Services Administration (ASSMB), after the Prosecutor’s Office forbade her to hold the position of general director of the ASSMB.
