37 public transport routes put up for auction by the Alba County Council

Alba County Council (CJ) will auction next month the awarding of the contract for delegating the management of the county’s public transport service for people through regular routes for 37 lots/routes left unassigned following the procurement procedures. The updated estimated value of the contract is 80,429,882.10 lei, without VAT, for a duration of 6 years.

The award of the contract will be carried out on 37 lots corresponding to routes that have not been awarded so far, among which we mention: Alba Iulia – Teiuș – Valea Mănăstirii, Teiuș – Stremț – Geomal, Aiud – Mirăslău – Lopadea Veche, Ocna Mureș – Lunca Mureșului, Zlatna – Almașu Mare – Cib, Alba Iulia – Vințu de Jos – Pianu de Sus, Blaj – Pănade, Blaj – Lunca – Cenade, Câmpeni – Abrud – Alba Iulia, Câmpeni – Albac – Arieseni, Cugir – Vințu de Jos – Sebeș, Cugir – Balomiru de Câmp – Ceru Băcăinți, Sebeș – Gârbova – Cărpiniş.

So far, after carrying out four procurement procedures, 25 lots/routes have been assigned out of the 62 included in the County Transport Program for the route network in Alba County, valid from January 1, 2023.

UAT Alba County concluded service management delegation contracts with the transport operators whose bids were determined as winners, as follows: for 10 routes with Voltrans, for 8 routes with Excelent Trans, for 3 routes with Tur Cento Trans, for 3 other routes with Livio Dario and for one route with Samflora Impex Prod.

CJ Alba does not have in its own structures or subordinate road transport operators holding Community passenger transport licenses, nor the necessary organizational system (parking spaces, repair and maintenance workshops, authorized specialized staff, fleet of vehicles for transporting people through regular runs, drivers, support staff and funds to cover running costs etc.

As such, it cannot directly manage the public county transport service, as it is necessary to award by tender the contracts that have as their object regular services for the transport of people at the county level.
