Whoever said that Alba Iulia is a “village” without dogs, has not walked by the forest, on the streets of Platou (the former residences at the end of Transilvaniei Boulevard) in the last 3-4 years. During this whole period there was a herd of sheep with 7 dogs (6 large and a small/medium “alarm” that gives the signal).

No matter how picturesque and beautiful it sounds, the animals do not belong to those who “supervise” them, but to a shepherd, say people who just came from Ighiu with the sheep, because, it seems, he is not on cordial terms there either with the administration and neighbors.

For more than 3 years, people who live in the area, passers-by, cyclists, have been calling and begging the police to do something. No one can afford to walk around safe anymore. The case was reported by a family that lives near the place where the deer graze quietly, under the vigilant supervision of the dog handlers: “We no longer go out with the dogs for fear, after the events seen and heard. More than once, being out for a walk and seeing the dogs that were on the road that connects the forest to the residential area, I “swimmed” through the mud with scooters, which broke down in these conditions, to avoid venturing with children, scared of the presence of dogs, right on the route where the sheep are adapted and the quadrupeds sleep. I would like to point out that this whole area, shown on the map with roads that connect the city to the bike path, is basically a trafficked and transited area”, the people say.

More specifically, getting out of the yard or walking around the area is a real challenge. The dogs are present when and where you don’t expect: “You wake up with them after you out of the blue, and stop, if you still feel like taking them with a knife. 2 years ago, we had to take a crowbar from the yard and go out to deal with the unsupervised animals that attacked a lady’s dog. They don’t sit with the sheep, they don’t listen,” the locals remember.

People also say that the land is INTRAVILAN and the RESIDENTIAL area, they are private land and it seems to be the land of the MApN, the authority that, when contacted by the families there, says that it did NOT give its consent for this shepherd to “camp” or to put his clothes on ( trailer, watering cans, etc. to them on the field). MApN representatives stated both by phone and in writing that they do not know this man and called him several times to take his toys and toys and leave the area.

The shepherd, however, does not want to leave the area, not even in his head: “He holds fast to his position, and when contacted by phone, he yells that he does what he wants because he has a 10-year contract and 15,000 ha of land. Honestly, I couldn’t count how many square meters this shepherd allowed himself to imaginary concession, but I would draw the attention of the public administration, “that we might have an imaginary “latifundiar”, small in the state, but big in speech and tupeu, which makes its own laws regarding public and private domains in the city. Basically, the elections for the position of mayor are just a waste of time. The boss of the sheep is in control of the urban land surface, as he puts it, full of him”.

Man does not hesitate to break laws regarding the possession of dogs for the herd, the Hunting Law providing for a certain number of dogs in the plain, hill and mountain area, but NONE for land in the city among the houses: “Why? Because it is illegal to graze sheep in the urban area, much less on private land without permission and unfenced. In any case, for the number of sheep, about 100 pieces, our shepherd would be allowed with 1 dog…probably a Pekingese”.

It seems, however, that the shepherd has enough complaints and fines that are deducted from his salary, given the fact that the man works in a public institution, say the residents of the concerned area.

“However, the local police claim that over time, there have been numerous complaints regarding the presence of this herd and the dogs. People were chased away by these doulas and not a few times. Not further than 3 weeks ago, 2 young men who were heading towards the forest with backpacks on their backs, on a Saturday morning, were chased by these dogs. The youths were desperately looking for help in the sticks found on the road and hoping that the shepherd would be able to do something. He can’t do anything, because the patron changes the overseer shepherds weekly. Then who do the dogs listen to? Likewise, last week, a man walking his dogs found himself surrounded by the shepherd’s dogs cursing at them from 300m away. This is the thread of the stories for more than 3 years (from spring to late fall). It happens every day, but in the human mind they are all exaggerations and inventions, although we come with witnesses, video evidence, etc.”

All this time MApN, Local Police, IPJ Alba, are throwing their sheep over the fence: “After all, these dogs are a real danger, and the ticks grown and “fermented” in the fur of the dogs endanger the lives of residents and passers-by. There are pictures of 0.8 cm tick brought on clothes in the house in the area. It’s not the first time we’ve seen huge ticks in the area. Does this ignored shepherd know what diseases these parasites transmit? Will he be aware that if he escapes, maybe others aren’t as lucky? Are the authorities not convinced that these herds in the city or near the city are filling us even more with these parasites?”, say people desperate for the situation that seems to have no solution.

“MApN washes its hands, IPJ Alba does not respond to reports. If until Friday, the caravan in which the shepherd was sleeping was on the MApN land, now it has been pushed 200 m lower down the valley towards the monastery’s vineyards, on another land. Yet the watering holes remain, and the freedom of movement of the tick-ridden sheep and the doulas, remains throughout the area under the forest, where no one feels safe and no authorities take action until something truly tragic happens . All the authorities note that laws and rights are being violated, but they don’t know what to do,” the locals conclude.
