According to Oana Zamfir, the Austrians come with 15% of the investment value, but receive 50% of the electricity obtained, in addition to hundreds of hectares of land, which pass from the property of CE Oltenia to that of OMV. The Ministry of Energy appointed Lăcrămioara Diaconu-Pințea, a former OMV employee, to the EC Oltenia directorate, before the initialing of this agreement. The CEO, in 2019, was in a difficult situation, he was in danger of going bankrupt as a result of the lack of cash for the purchase of Co2 certificates. We had to take help from bailout, at that time, of 254 million. The condition for it to turn into restructuring aid and the condition that we would not repay that money was that the Romanian state notify the European Commission with a restructuring plan so that that rescue aid turns into in a state aid through a restructuring program.

This process of selecting a company to come with us to support this investment from August 2021 was a transparent process. At the time when this selection process of the companies to come in association with us started, we had interest from 30 companies. In the end, 13 companies remained that bought the specification to participate in the selection procedure. Offers were only from OMV and Tinmar. OMV bid for four photovoltaic parks, Tinmar for another four. It was a transparent process that started in August. It was not attributed directly to the OMV”, explained Burlan.

“Member of the CE Oltenia directorate since May 2020, Lăcrămioara Diaconu-Pințea ends her collaboration with the company at the end of this year to coordinate new projects in the energy sector, a field in which she has been active for almost 25 years. In the almost three years spent at CE Oltenia, Lăcrămioara Diaconu-Pințea was part of the team that led the design, approval and implementation of a massive transformation program, which includes a Restructuring Plan for the existing activity, but also a decarbonization plan with investments in new solar energy projects and gas. The transformation program worth almost 4 billion euros is supported by a state aid of about 2.7 billion euros and aims to diversify the energy mix and transition to less polluting energy sources, because CE Oltenia to become a viable company again, being an essential part of the National Energy System”, says the press release issued by the CEO, announcing the withdrawal the era of Lăcrămioara Deaconu Pințea.

Immediately after blocking Romania from entering Schengen, through Austria’s vote, Alin Munteanu, the leader of the Cartel Alfa Gorj branch, requested the resignation of Lăcrămioara Diaconu-Pințea from the CEO Directorate, as gorjeanul.ro wrote at the time.
