Alexander Bortnikov, the director of the Federal Security Service (FSB) in Moscow, admitted on Tuesday that the United States warned Russia about the danger of a terrorist attack in its capital, but he said that the warning was a “general one”, according to Meduza.

“This is information of a general nature – about the preparation of a terrorist act in crowded places. We responded to this information and, of course, took appropriate measures to prevent this type of manifestation,” he told reporters in Moscow.

“Unfortunately, our actions that we conducted in relation to certain groups and certain individuals did not confirm that information at the time,” Bortnikov added.

The FSB chief also said that “there was information” that a terrorist attack was being prepared not for the Crocus City Hall concert, but during the presidential election held earlier in March, in which President Vladimir Putin won a new mandate.

“What happened now, unfortunately, is a subsequent attack,” said Alexandr Bortnikov.

The White House had announced a few hours after the terrorist attack that took place in Moscow on Friday evening that the United States had warned Russia about the danger of an attack in its capital.

“In general, we believe that they are involved in this,” Bortnikov also told reporters on Tuesday about the possible involvement of Ukraine in the attack, a hypothesis persistently circulated by Moscow.

“The head of the GUR, Kirilo Budanov, is a legitimate target for the Russian Armed Forces, like all those who commit crimes against Russia,” Bortnikov said after the extended board meeting of Russia’s Prosecutor General’s Office.

“We believe that the action was prepared both by radical Islamists themselves and, of course, by Western intelligence services, and Ukrainian intelligence services are directly connected to it,” Bortnikov added.

He did not provide any evidence for his claims, but mentioned the attackers’ alleged attempt to reach Ukraine, which he said he learned about from the suspects who were beaten during interrogation by Russian investigators.

“The fact that they were going there and were expected there is a fact,” Bortnikov claimed.

He also stated that the FSB has not yet identified who ordered the March 22 attack, but there are indications of the involvement of the United States, Great Britain and Ukraine, according to Interfax.
