The government approved today the memorandum on the approval of the conclusion of the financing contracts for the projects aimed at expanding the water and sewage systems in agglomerations larger than 2000 inhabitants, through the PNRR

Bucharest, April 25, 2024

The Government of Romania approved today, at the proposal of the Ministry of the Environment, Water and Forests, the memorandum regarding the approval of the conclusion of the financing contracts of the projects related to the Investment – “Extension of water and sewerage systems in agglomerations greater than 2000 equivalent inhabitants, prioritized through the Accelerated Plan for compliance with European directives”. This investment is part of the Water Management Component, financed by the National Recovery and Resilience Plan (PNRR).

This memorandum approved by the Executive foresees the possibility of contracting all selected projects, within the budget allocated by GD no. 1235/2022 and GEO no. 124/2021, as well as the approval of the use of the uncommitted amount from the overcontracting related to the first call for projects, in value of 19.7 million euros, necessary for the construction of 148.6 km of water supply networks, in order to meet the final indicator of 1,282 km. Thus, the contracts related to all 225 projects that passed the selection phase of the call will be signed, in order to be able to meet the revised indicators, by modifying the PNRR.

“Through the National Recovery and Resilience Plan, we have a consistent budget for investments from the PNRR Component dedicated to Water Management, investments that contribute to the development and expansion of urban wastewater and sewage treatment systems and water supply systems. The more than 200 selected projects will bring extraordinary benefits to the inhabitants of localities with more than 2,000 equivalent inhabitants”, declared the Minister of Environment, Water and Forests, Mircea Fechet.

For the implementation of the Investment “Extension of water and sewerage systems in agglomerations with more than 2,000 equivalent inhabitants”, the updated indicators are 1,282 km of water supply networks and 2,003 km of sewerage networks in localities located in the agglomerations prioritized by the Accelerated Plan for compliance with European directives and in accordance with the provisions of the Water Supply and Sewerage Service Law no. 241/2006, republished, with subsequent amendments and additions, until June 30, 2026.

The total financial allocation granted for this investment is 780 million euros (600 million euros, funds from PNRR, to which 180 million euros is added for overcontracting, in a percentage of 30%).
