People who adopt four or more community dogs could benefit from tax exemption for the house, car or land. The provision appears in a bill submitted by an AUR deputy to the Senate, together with other unaffiliated deputies, which aims to solve the problem of stray dogs in Romania.

The initiators of the project of the normative act show that, although the national and local budgets annually allocate huge sums to solve the problem of community dogs, these public expenses are not able to reduce the number of dogs without a master, both those on the streets and those in the state shelters. In addition, the thousands of complaints from citizens disturbed by the presence of animals in public spaces, regardless of the locality, whether from cities or the most distant villages, are overwhelmingly left unresolved.

“The tax reduction for Romanians who adopt dogs is a sustainable measure, its role being to exponentially increase the number of citizens who legally own such an animal. (…) A similar proposal also existed in the municipality of Giurgiu , where the local authorities want to introduce some tax facilities for people who adopt four-legged friends from the City Hall shelter, in order to properly solve the management of the problem of dogs without a master”, it is shown in the statement of reasons of the draft law.

Currently, note the initiators of the normative act project, the legislation in force does not prohibit but does not expressly allow this, each City Hall, through some Decisions of the Local Councils, being able to decide what kind of reductions or exemptions they grant and for what specific reasons , the list of fiscal facilities being presented separately in special articles from Title IX of the Fiscal Code.

Thus, according to the draft law, people and/or families who adopt one or more community dogs benefit from a reduction in the payment of taxes, for a vehicle, a construction property, an inner-village land with an area of ​​one hectare and an extra-village land with an area of of up to ten hectares, owned as property, as follows:
* Families adopting a dog – 25%;

* Families adopting two dogs – 50%;
* Families adopting three dogs – 75%;
* Families adopting more than three dogs – 100%.

If the draft law passes the Parliament and is promulgated, the methodological rules of application will be developed by December 1, 2024 at the latest, with the law coming into force on January 1, 2025.
