Birth and death certificates can be obtained in electronic format, starting Wednesday, in seven cities and in Ilfov county. The procedure will be gradually expanded throughout the country, with the full implementation of the IT system to be completed on September 24, 2024, according to a press release from the Ministry of Internal Affairs.

“In April, the implementation of the “Integrated Information System for the Issuance of Civil Status Acts – SIIEASC”, was initiated at the level of all administrative-territorial units of Ilfov county, through the digital registration of deaths and births and, taking into account see the results obtained, today, May 8, 2024, the General Directorate for the Registration of Persons, with the support of the County Directorates of Registration of Persons from the counties of Cluj, Constanţa, Hunedoara, Ialomița, Iași, Sibiu and Timiș, as well as the local directorates for the registration of the persons involved , achieved the operationalization of SIIEASC at the level of the 7 county seat municipalities”, announced the MAI.

The “Integrated IT System for Issuing Civil Status Acts – SIIEASC” is co-financed by the European Union, from the European Regional Development Fund through the Competitiveness Operational Program 2014-2020.

A project started five years ago

The value of the project was 184,920,864.06 lei including VAT, of which 155,964,263.64 lei represents non-refundable financing from the European Regional Development Fund, through the Competitiveness Operational Program (POC), 28,952,894.61 lei represents non-refundable financing from the national budget and 3,705.81 lei eligible co-financing of the beneficiary.

“The general objective was to support digitization at the public administration level, by computerizing the application submission system for registering and issuing civil status documents, as well as implementing the necessary support for the development and access of electronic services based on civil status information for the 4 primary life events: birth, marriage, divorce and death, provided for in Law no. 119/1996 on civil status documents, republished”, states the quoted source.

Thus, SIIEASC is made up of five interoperable platforms with the aim of providing digital services limited to the registration or, as the case may be, the attestation of life events: birth, marriage, divorce and death.

“The SIIEASC infrastructure integrates a platform dedicated to carrying out the activities of all civil status officers in Romania, a platform dedicated to the citizen, the platform of partner public institutions – through which interoperability with the public administration will be ensured, and a component in which there is an electronic archive in which more than 68.5 million digitized civil status documents are stored, including information from the last 100 years, more precisely, starting from January 1921”, the MAI press release also says.

The IT system for issuing civil status documents is a project developed by the Ministry of Internal Affairs from 2019, which was originally supposed to be implemented by September 24, 2023, but on August 31, 2023 the Government adopted an emergency ordinance that extended this deadline by one year.
