Deputies adopted, decisively, the project approving the emergency ordinance 179/2022 for the amendment and completion of the emergency ordinance of the Government no. 18/2009 regarding the increase of the energy performance of apartment blocks. The legislative proposal stipulates that more money from the non-refundable European funds, respectively 90%, and less from the local budgets or those of the owners’ associations should be used to finance the thermal rehabilitation of the blocks.
The law is being promulgated
The object of the draft law is to amend and complete the Government’s Emergency Ordinance no. 18/2009 on increasing the energy performance of apartment blocks, so that more money from the non-refundable European funds, respectively 90%, and less from the local budgets or those of the owners’ associations are used to finance the thermal rehabilitation of the blocks.
Thus, the purpose of the draft normative act, by establishing some exceptions from the current legislative framework, is to ensure the possibility of financing intervention activities/works to increase the energy performance of housing blocks, for the program period 2021 – 2027, including from European funds non-refundable related to the Cohesion Policy.
The Senate adopted the project, as the first referred forum, on February 15, 2023, and the Chamber’s vote was decisive. Therefore, the law goes to promulgation.
