The public purchases made by the local authorities in the Bumbești-Pițic commune attracted the attention of the inspectors from the Court of Accounts, who found that direct purchases were made without complying with the legislation. More precisely, direct purchases were made here, at a value higher than the threshold of 280,000 lei, established by the public procurement law.
This is the case of the construction work of the sports field at the Bumbești-Pițic General School, which was entrusted directly to a company, although a tender had to be done.
“Several direct purchases were made through SICAP for which the specific documentation was not made available to the economic operators in order to prepare the offers. In the case of the direct purchase for the achievement of the investment objective “Construction of Synthetic Sports Field at the General School Bumbești – Pițic” in the amount of 369,111 lei to which is added VAT in the amount of 70,131.09 lei, the contracting authority had the obligation to use the electronic catalog placed at provision by SEAP or to publish an announcement, accompanied by the description of the works to be purchased. From the discussions held with the persons with attributions, it emerged that before the publication of the announcement in SEAP, the bidder knew the details about the purchase and had already made their offer, the announcement in SEAP being just a simple formality”, the report of the Gorj Court of Accounts states.
