Adrian Madar is the current president of PSD Oradea and the leader of the group of local PSD councilors, former secretary of state and deputy general secretary within the General Secretariat of the Government of Romania. The position from which he left as secretary of state was that of director of business administration at the Pelican Hospital in Oradea. He currently holds a management position in the largest private hospital in Cluj Napoca. He is the voice that kept the opposition alive in the Oradea Local Council.

From November 2011 to May 2017, he was director of the BRD bank – Groupe Societe Generale Bucharest, Bihor County Branch, for which he worked as a commercial director from October 2006. For 8 years, from 2009 to 2017, Adrian Madar was lecturer for Bihor County at the Romanian Banking Institute Bucharest.

Adrian Madar graduated from two faculties of the Babeș-Bolyai University in Cluj Napoca: the Faculty of Economic Sciences, with a degree in Finance, and the Faculty of Mathematics and Computer Science, with a master’s degree in mathematics.

1. Who is Adrian Madar and how is he characterized as a candidate for the position of mayor of the municipality of Oradea?

Candidate Adrian Madar is the man of the sustainable community. In my career of almost 30 years, I have always been a supporter of sustainable projects so that, at the end, we discuss investments and results. The experience of a financier and the thinking of a mathematician made me always find a better alternative to everyday problems.

In my vision as a candidate, each individual neighborhood should be a sustainable community where children can safely walk to school, where the cost of maintenance is decent, where green spaces are truly an oasis of greenery, shade and peace and, last but not least, where the local administration comes with services such as First Aid Points or Local Police stations.

Politician Adrian Madar is convinced that, especially when we talk about the administration of a city, what should be given is care for the quality of life. No political ambition has the right to override the consultation of the people. Politics without public participation is doomed to failure. For this reason, I believe that, regardless of the political doctrine of the mayor, every project must focus on the citizen, on the implications for him.

2. What are the biggest challenges for the local administration in Oradea?

In every intervention I have had, as a local councilor of the municipality of Oradea, I have appreciated the initiative of the local administration for various project proposals, but I am a man of facts who acts respecting the order of priorities. The local administration, if it continues in the next four years in the same direction, risks creating a city with advantages for city-break tourists and with great disadvantages for residents.

There is an algorithm of development that says simply: the base brick is laid first and chosen to be the strongest. However, in my view, the basic brick is the Oradea community itself.

It is sad that after 16 years of PNL administration, we are still talking about asphalting the streets, connecting the population to utilities, accidental discharges of domestic water, wrapping blocks or staggered payment of maintenance costs. We risk that, in the mirage of big infrastructure projects, we ignore the most important link, namely the ordinary citizen of Oradea, who pays taxes.

Projects with external financing are engines of development for the community only to the extent that they directly contribute to raising the standard of living of the inhabitants. The ambition of the PNL administration made us, ordinary taxpayers, the protagonists of the so-called “Oradea paradox”: champions in the absorption of European funds, but paradoxically at the bottom of the ranking in terms of quality of life.

If we talk concretely, we have the highest public debt per capita in Romania, 816 euros to be exact. In the last four years, the debt of the municipality of Oradea has increased 2.5 times, i.e. from 60 million to 150 million euros. This huge amount is the consequence of a management focused more on image capital, and less on measurable performance indicators. It is obvious that there is a lack of an experienced financier at the head of the City Hall.

When it comes to budgets, figures and tariffs, it’s hard to be deceived, as the PNL administration bet it can do with the people of Oradea. I know very well all the budgetary mechanisms, while the experience of the mandate of local councilor will help me to build, together with my team, the administration model that I propose to the citizens of Oradea, based on increasing the standard of living, creating sustainable communities and administrative transparency.

3. What were the principles and values ​​that formed the basis of the team proposed for the City Council?

To manage a community effectively, you need the right people in the right positions. With the launch and presentation of the PSD team for the City Council, the people of Oradea had the opportunity to convince themselves of the human and professional quality of my colleagues. From entrepreneurs, to teachers, from retirees, to youth representatives, from people known to the general public, to people totally new to the political sphere, they all share the same mission, namely: to offer a better administrative alternative in Oradea.

The collaboration with my colleagues from the City Council (Liviu Sabău Popa and Florica Bungău) showed me how valuable the work of a team is. The evolution of a society is based on education, and the presence of experienced and respected teachers among the teaching staff, such as Alin Novac Iuhas, Gheorghina Bîrlădeanu or Daniela Sopota, will be of great help. Entrepreneurs or directors, Adrian Vese, Șerban Todică, Lucian Fetea, Sergiu Sasca and Cristian Tăutu chose to be part of the Madar team because we share the same management principles: investments with direct impact for citizens, at the expense of unnecessary expenses. Last but not least, I chose my colleagues Pavel Mercea and Horea Sebeșan as part of the PSD Oradea team, representative voices of the pensioners and the young social democrats, respectively.

4. There are voices that criticize you and consider that you are trying the sea with your finger. What message do you have to convey to them?

There are many voices that say that PNL is invincible in Bihor. These are the same voices that said that I have no chance of winning the lawsuit against the abuse by Oradea City Hall regarding the waste tax. And here we are. I believe that anything is possible, if it is built with good faith, professionalism and involvement. I think that a PNL that is beaten is a necessity in Oradea. When we set our objectives, it is advisable to analyze the available resources, the context, the opportunities and last but not least the possible risks. The political context is favorable, the mass of supporters of my project is constantly growing, and the opportunity is written on every ballot. I believe that my experience and professional training give me all the skills a mayor needs to effectively administer Oradea.

Moreover, our polls show that PSD will have a very good score in the local elections in Oradea, I am very confident that we will achieve a big surprise.
