The Mathematics teacher from the Theoretical High School in Azuga (LTA), fired by the school management last summer after leaving 12 students before the National Assessment, was assigned by the School Inspectorate of the Municipality of Bucharest (ISMB) to Secondary School 80 in Sector 3.

The teacher will teach at the Dristor school from the fall after she had the highest score in the capital in her discipline at the 2024 pre-transfer stage, as reported by Edupedu.ro 10 days ago.

The teacher’s score – 93.2 can be found on the titularizare.edu.ro 2024 website and corresponds to the name of the teacher from Azuga High School, Cristiana Dumitrescu.

A year ago, the teacher left 12 students in corrections before the National Assessment and then was moved to another school in Prahova county to “de-escalate” the situation.

Two investigations were opened in the summer of last year for the case in Azuga, as Edupedu.ro presented then.

The allocation to school 80 in sector 3 appears on the Titularizare 2024 website, updated Thursday evening, April 25, after 8 p.m.

The teacher has 20 hours of common core and no optional hours, and the position she will be assigned to from the fall is viable – 4 years and vacant, according to the data on titularizare.edu.ro.

The teacher was moved from the High School in Azuga to another school in the county in the summer of 2023, after the way the high school terminated her employment contract in the summer was flawed, the School Inspectorate (ISJ) decided.

The institution proposed the secondment of the teacher, the ISJ Prahova spokesperson told Edupedu.ro at the time.

School 80 in the Capital educates 1,218 students, of which 444 are in middle school, according to the 2018-2022 institutional development project on the educational unit’s website. For the 2024-2025 school year, it will organize 8 Preparatory Class classes, for 176 children (source).

The criteria imposed by School 80 for pre-transfer appear on the school’s website in a February 26 document endorsed by the chair of the ISMB mobility committee, Deputy Inspector General Ruxandra Regalia.

  1. “To have no disciplinary sanction in the last five years of teaching activity.
  2. Teaching degrees in accordance with the actual seniority at the department
  3. Special results obtained with students at the Olympiads and school competitions from the ME calendar (municipality/county phase if such activities exist at the respective level and discipline)
  4. Involvement in regional, national and international projects that have contributed to increasing the prestige of the school
  5. Participation in contests and Olympiads as an assistant, evaluator, committee member

Teachers sanctioned with the termination of the employment contract can no longer teach for 7 school years

According to the mobility methodology for the 2024-2025 school year, a document published in the Official Gazette, teachers who have been sanctioned with the disciplinary termination of their employment contract are no longer allowed to teach for 7 years.

Art. 6 – “(13) Teaching staff sanctioned with the disciplinary cancellation of the individual employment contract cannot occupy teaching positions/chairs in state pre-university education for a period of 7 (seven) school years, according to the provisions of art. 215 para. (2) from Law no. 198/2023, with subsequent amendments”, according to the methodology.

Context information

Last year, 12 students from an 8th grade class at the Theoretical High School in Azuga could not take the National Assessment because math teacher Cristiana Dumitrescu gave them corrections. Students who have failed or are repeat students cannot take the National Assessment, but they can only enter the second stage of the computerized placement at the high school, when there are much fewer places available and the chances of a place at a top high school decrease.

The parents accused the teacher of giving low marks to the students if they did not meditate with her. The director of the Azuga Theoretical High School, Narciza Mincu, confirmed for Edupedu.ro that a committee of the school was verifying these reports.

Edupedu.ro wrote that the management of Azuga Theoretical High School, from Prahova county, opened an investigation in this case to verify the accusations, 2 weeks after the parents reported the situation. The director of the high school, Narciza Mincu, confirmed for Edupedu.ro that similar notifications were also made on behalf of the math teacher 10 years ago. For its part, the Prahova County School Inspectorate (ISJ) also opened an investigation, but aimed at the faulty management of the high school management.

On July 7, one day after Edupedu.ro reported the case of the two investigations carried out at the high school, the school’s board of directors decided to sanction teacher Cristiana Dumitrescu with the termination of her employment contract, according to the Education Law in force, article 280 , paragraph 2, point f), which provides for “disciplinary termination of the individual employment contract”.

The teacher was moved to another school because she appealed to the disciplinary college of ISJ Prahova the dismissal decision, and the school inspectorate found a flaw in this procedure at the school level.

“That termination of the employment contract did not respect the stages and the decision was annulled. The lady was reintegrated into the education system. He was offered the opportunity to work in another school and at the moment he no longer works in Azuga”, said the ISJ Prahova representative for Edupedu.ro.
