The working atmosphere within the Roman Police seems to be more and more tense, since on Thursday, April 25, principal chief agent Ioan Cănărău once again entered into conflict with his superiors, reaching physical violence. On the Facebook page of the Europol Neamț Union, an incident is reported, which would have happened on April 25, 2024, when the non-commissioned officer was performing the public safety service, in the II shift, together with two colleagues, between 2:00 p.m. and 10:00 p.m.

“During the training activity insp. Fr. Bogdan Ghercă handed me the register with p/v instruction. Knowing that on 23.04.2024, scms. Dănuț Alexa did not complete the briefing at 10:00 p.m., which I noticed on the morning of 24/04/2024, at 06:00 a.m., when I showed up for shift 1, p/v not having been completed, I checked if it passed falsely that he did the training on shift 3, the previous day.

I noticed that on the morning of 23/04/2024, across the line blocked by me, on the diagonal, scms Dănuț Alexa falsely stated that he had carried out the briefing, only the signatures of the agents being entered in the p/v. Because the Public Prosecutor’s Office next to the Roman Court has a criminal case for committing the crime of intellectual forgery by the former head of the Roman Police, Radu Constantin, to prove the commission of the same crime by cms. Damn Alexa, I got up from my chair and went to the printer to make a copy after the tutorial p/v.

Mr. insp. Fr. Bogdan Ghercă rushed towards me, pushed me away from the printer and lifted the lid to take the register. I took the register and told him that I found the crime of intellectual forgery committed and I want to make a copy after the respective pv and that I no longer tolerate such behaviors, because I have been the victim of such violent actions committed by the former policeman Neculai Bodron.

Insp. Fr. Bogdan Ghercă behaved violently, he tried to take my register by force, to push me. I refused to hand over the register saying I had the right to make a copy for evidence of a crime. He reasoned that he does not allow me to make a copy because the register is under his management. I had to turn on the body-worn device that I had in my equipment”, says Ioan Cănărău.

He believes that if his superior had considered that his action was illegal, he would have had the opportunity to draw up a report and not behave violently. Ioan Cănărău then describes the evolution of the incident, when his superior allegedly snatched the register from his hand, an action during which he hit him across the face with the register, a gesture that left him stunned and unable to know how to react.

“I asked him why he hit me, why he behaved like that with me, but he continued to have the same attitude. I called Mr. Insp. priest Ionuț Lăpușneanu, authorized deputy of the head of the Roman Police, to whom I told that I had been assaulted and asked him to come to the room where we were. When he arrived I reported to him that I had been assaulted, but he refused to stay for me to explain what happened and left the room.

I called the emergency number 112 and reported that I am the victim of the crimes of abusive behavior and outrage committed by cms. Bogdan Gherca. I called the IGPR and reported the illegal and violent actions of the police officer, requesting to be put in touch with someone from the management, because the chief inspector, Mr. Mihai Iulian Osoianu (Commander of the Neamț Police – no) did not answer the phone”, more says agent Ioan Canărău.

He asks his superiors for the psychological evaluation of insp. Fr. Bogdan Ghercă and the ban on him having access to the weapons in the equipment. “I’m afraid to stay around him anymore, because of the violent actions I complained about, especially since he is my superior in the Public Order Office”, Ioan Cănărău claims, in the report sent to the IGPR on April 26 .

He draws the attention of the superiors from Bucharest that the head of SOP Neamț, cms. Mihai Bistriceanu, sent by IPJ Neamț to solve the call to 112, allegedly carried out superficial checks and did not listen to the other policemen, not reporting the case to the National Incident Reporting System (SNRI), due to the fact that agent Canărău is in civil litigation with him, but also with the officer Claudiu Sticea, those in charge of verifying what he complained about, a situation in which they could not have been objective and impartial.

“I have come to feel safer on the streets, where I am more respected. It is even worse that the head of IPJ Neamț tolerates such behavior. Please order the initiation of the preliminary investigation against Mr. Insp. Fr. Bogdan Ghercă, the emergency solution and his dismissal from the Romanian Police. Until the final investigation is completed, in order to avoid possible future conflicts, it is necessary to move him to another police unit”, Ioan Cănărău, IGPR, requests.

Regarding this incident, IJP Neamț sent us a brief press release, in which it is specified that: “On April 25 this year, at around 2:15 p.m., the Roman Municipality Police was notified by calling 112, by an agent of the police, regarding the fact that he had been assaulted by a colleague. In the case, investigations are being carried out in order to establish the factual situation, a criminal file being drawn up, under the supervision of the competent prosecutor’s office”.
