Dozens of policemen participated in the protest organized in front of IPJ Constanța. Among their grievances is the change in working hours.

“Modification of the work schedule, which in most of the Police stations in Constanța county is 12/24/48 free. It is desired to switch to the schedule of 8/16, which due to the lack of staff will not be something feasible. There will be a lot of violations of the legislation regarding the setting of the schedule and the policemen will end up working without enough recovery time, without enough time off. Also, those who commute from considerable distances or use public transport will not be able to make it in time for the 1st shift in the morning, or will have nothing left to go after the 2nd shift after 10pm. The area of ​​responsibility of each police department has expanded a lot and we ended up having 3, 4, 5 localities with a single police patrol that must intervene”, says the vice-president of the Constanta branch of the Europol union, Nicolae Ababei.

On the other hand, the president of the Constanța branch of the Sidepol Union, Florin Paraschiv, says that the lack of staff is also a problem.

“When this reorganization began, the Port of Constanța, which has the same administration and was divided from a police point of view, was not taken into account, the distance between the localities was not taken into account, we do not have human resources, there is no logistics and we would like to attract attention also to the legislation that strengthens the authority of the policeman”, stated the president of the Constanța branch of the Sidepol Union, Florin Paraschiv.

The head of IPJ Constanța, police chief Dumitru Bîltag, says that he does nothing but respect the law.

“Including in the statute of the policeman, Law 360/2002 it is very clearly specified that the policeman carries out his activity or works 8 hours/day, a maximum number of 40 hours/week. At the moment, in the organization concept of the Constanța Police Inspectorate, in the pilot project it is very clearly specified that the work schedule is in shifts of 8 hours each”, said the head of IPJ Constanța, police chief Dumitru Bîltag.

According to the head of IPJ Constanța, the personnel scheme of the inspectorate was increased by seven hundred policemen. So far, more than three hundred positions have been put up for competition, but in many cases, the candidates’ files have been rejected.
