Two streets collapsed, recently, in Prahova county, respectively Cluj, and the causes of the “collapse” are being established. In Slănic, the situation is dramatic, considering that people have been evacuated, the area where the street collapsed is still being monitored. Currently, it is not known when the evicted tenants will be able to return to their homes.

The first conclusions of the technical experts show that the streets collapsed due to natural causes, landslides being specific to hill-mountain areas.

The university professor dr. eng. Manole Șerbulea, technical expert in the stability of the ground for the foundation of constructions and earth masses, who was requested to make checks after the street in Slănic collapsed, explained to Ziare.com that the result is awaited technical expertise, however, the first data show that it is a “natural phenomenon”.

“In Slănic, it’s a natural cause, at least that’s what the first data show. There are landslides in the mountains and hills. There are landslides in areas such as Prahova, Buzău, Iasi, Cluj. But, of course, if it is found that some works were not executed correctly, based on the documentation it can be found who is responsible. There is the construction charter (not all the technical documentation for a construction, a road, etc.), but also traceability, the procedure that always allows you to find out who did the wrong work. Obviously, in the case of old buildings, it is more difficult, for those before 1989, if such records are not kept. However, it is a quality law in the field of construction, and the State Construction Inspectorate is in a position to apply it. In Romania, streets have collapsed over time in Brașov, Pitesti (Argeș county), however, drivers say that there are also areas where the geographical positioning does not cause landslides, and the fault would be the builders, because they “do works of salvation.”

Andrei Dumitru, an expert in public policies and good governance, emphasized, for Ziare.com, that there have been reports from citizens regarding the bad condition of the roads in Romania, and the beneficiaries of the works must be responsible for the quality of the works, in this case , representatives of local authorities.

“What happened in the last few days, the collapse of the streets in Slănic, respectively in Cluj, shows that they are natural phenomena, however, and the way in which these natural disasters are taken into account by the authorities. If you know that you have flood zones, with the risk of landslides, you no longer give building permits (…) I remember that 9 years ago, dozens of people from Pitesti were evacuated, because a street in Pitesti collapsed , because the authorities did not consolidate the area crossed by a stream. The situation can be repeated in the mountain and hilly areas, indeed, but there are also other localities where the streets are simply not well executed”, said Andrei Dumitru, public policy expert, for Ziare.com.

Romanian roads did not even receive a grade 3 for quality

The quality of Romanian roads received a rating of 2.96 out of a maximum of 7 at the last World Economic Forum. Roads that are not properly worked are one of the causes of accidents, unofficially, as officially the authorities see no connection between potholes and overturned cars.

Officials of the National Road Infrastructure Administration Company (CNAIR) claim that only 0.2% of accidents in Romania are caused by the infrastructure and that no fatal accident can be directly attributed to the condition of the roads.
