Romanian citizens holding a CRDS passport, certifying their domicile abroad, who wish to change their domicile in Romania, present themselves in person at the local community public service for records of persons in which the locality where they wish to establish their domicile is registered, with the following documents:

  • APPLICATION for the issuance of the identity document as a result of the change of domicile from abroad to Romania;
  • birth certificate;
  • the marriage certificatein the case of married persons or of the surviving spouse;
  • final divorce decree/divorce certificate accompanied by the convention regarding the establishment of the domicile and custody of the minor as the case may be;
  • birth certificates of children up to the age of 14, who change their domicile together with the identity document applicant;
  • proof of home address; If the applicant is not the owner of the living space, the presence of the owner is required, who will present the property document and the identity document.
  • valid or expired Romanian passportwith the mention of the state of residence, in the original and the copy of the file containing personal data, or Romanian citizenship certificate;
  • identity document and/or passportissued by foreign authorities;

the document proving the payment of the value of the identity document.

The documents must be presented in ORIGINAL form – certified copies are not accepted

The civil status certificates presented by the applicant must be issued by the Romanian civil status offices or by the diplomatic mission or the career consular office of Romania abroad.

In the situation where only one of the parents changes their domicile from abroad to Romania, together with the minor children, the consent of the other parent is required, given in authentic form at the Romanian public notary/at the diplomatic mission or consular office of Romania abroad, or a copy of the decision court order remained definitive, irrevocable, vested with the executory formula, by which the children were entrusted to the parent who changes domicile in Romania.

Because cRomanian adults cannot had at the same time only one domicile, either in Romania and own

identity card, either in abroad and own passport CRDS, on the date of handing over the identity document, as a result of the change of domicile from abroad to Romania, the SPCLEP worker cancels the CRDS passport and returns it to the holder.
