A personal advisor of the mayor Mihai Chirica will have a “key position” in the organization of local and European parliamentary elections. Dumitru Tomorug will coordinate a commission that will carry out the technical measures at the two polls. Among the persons responsible are also other people who are close to the mayor.

According to an order recently issued by the mayor, obtained by “Ziarul de Iaşi”, 10 employees from the City Hall received duties in relation to the elections: Dumitru Tomorug (coordinator), together with Viorica Bostan (technical director), Laurenţiu Ivan (director of Public Services Iaşi – SPI), Paula Fînaru (head of GIS Cadastre), Lucian Bălinișteanu (head of Administrative Service), Cristina Nucuţă (head of Informatization Service), Vasile Tiron (director of public relations), Maria Apetroaei (director of Local Finances), Sebastian Buraga (head of Development Service Administrative Capacity) and Mihaela Pintilie (head of the Legislation Service).

According to ZDI sources, several of the persons listed above received responsibilities through the prism of the position held in the administration (Apretroaei, Nucuţă, Bostan, Ivan), while others are considered more or less close to the mayor, in the first category being especially Tomorug , Tiron, Bălinișteanu and Buraga.

What responsibilities will Tomorug and each of those in charge have

According to the order issued by the mayor, Tomorug will coordinate all technical measures for the organization and conduct of local and European elections. He will also be responsible for “ensuring the public procurement procedures (…) regarding the acquisition of the necessary materials for the equipment and operation of the polling stations and the constituency electoral office”.

Tomorug will also coordinate the technical measures regarding the ballots (from their collection, storage, distribution and until the receipt of the bags on the night of the elections), the identification of new polling stations or the assurance of permanence at the City Hall during June 7-9. Other activities are: removing any type of electoral propaganda (from polling stations), ensuring the integrity of electoral materials placed in authorized places and equipping the constituency electoral office.

In the case of Ivan, SPI employees will ensure the necessary logistics for the conduct of the elections (from booths and ballot boxes to the installation of electoral panels). Fînaru will have attributions especially on electoral lists, Bălinișteanu on the equipment of the sections and the electoral office, Nucuţă on computerization, and Apetroaei on everything that means expenses. Buraga and Pintilie received responsibilities for activities related to the Electoral Register and special electoral lists, while Tiron will ensure, among other things (coordination with the Permanent Electoral Authority, informing voters, etc.) communication with the mass media.

When does the campaign start?

“All the heads of services or departments within the Iaşi City Hall and subordinate companies or departments have the obligation to ensure, within the limits of their competences, the good organization and conduct of the elections, including by making the teams available”, it is stated in the provision issued by the mayor.

The local and European parliamentary elections will take place on June 9. According to the calendar announced by AEP, April 10 is the deadline for submitting candidacies to the European Parliament, and April 30 is the deadline for local election candidacies. The electoral campaign will start on May 10 and will end on June 8 (7:00 a.m.). Voters will be able to vote on June 9 between 7:00 a.m. and 10:00 p.m., which can be extended until 11:59 p.m. only for those people who, at 10:00 p.m., are at the polling station headquarters, as well as for those who are in line outside the polling station headquarters.
