By an Order of the President of the CNAS, published in the Official Gazette, the extension of the validity of the replacement certificate of the national health insurance card until the issuance of the duplicate card was regulated.
Until now, the validity period of the certificate was 60 days, thus requiring the periodic issuance of a new certificate, until the new card is issued.
“The time until the duplicate card is issued can exceed two months, and the insured can be put in the unpleasant situation of making repeated trips to health insurance companies. The measure of extending the validity period of the certificate to replace the duplicate national card implicitly debureaucratizes and streamlines the activity of health insurance companies and reduces the queues at the counters” – said Valeria Herdea, president of CNAS.
This certificate is issued for insured persons who apply to the health insurance company for the issuance of a duplicate card, in the case of:
-loss, damage, theft of the original card;
– changing the identity data of the holders, compared to those registered on the card.
The order stipulates that the request for the issuance of the duplicate card, completed and signed by the holder or, as the case may be, by his legal representative or proxy, can also be sent by post or by electronic means of remote communication, provided that it is accompanied by a copy of the act of identity and, as the case may be, other supporting documents, as well as proof of payment of the value of the duplicate card.
Duplicate card applicants may be sent the replacement certificate by means of remote communication.
Certificates issued until the date of entry into force of the mentioned order retain their validity period provided for in them.
At the same time, we note that insured persons who have never had a national health card issued can benefit from medical services, medicines and medical devices without having to present a certificate to the provider in place of the card.

Duplicate card applicants may be sent the replacement certificate by means of remote communication. We note that applications can still be submitted both at the institution’s headquarters and through postal services.
We remind you that the certificate is issued for insured persons who apply to the health insurance company for the issuance of a duplicate card, in the event of loss, damage, theft of the original card or in the event of a change in the identity data of the holders, compared to those recorded on the card.
Until receiving the duplicate national card, the insured will be able to benefit from medical services provided by medical service providers in a contractual relationship with Prahova Health Insurance House, based on the national health card replacement certificate.
