Several centers providing residential services will remain unlicensed

Following the controls that took place during March at the care and accommodation units for institutionalized children, the elderly and people with disabilities, ISU Neamț detected important irregularities. Under these conditions, the institution communicated in writing to the County Agency for Payments and Social Inspection the recommendation to suspend the licensing of the service for a number of 10 objectives:

• SC Matei Junior Com SRL Bicaz (the building is not equipped with a fire extinguishing system with internal and external hydrants;
• SC Salvcenter Familia SRL Piatra-Neamț (the building is not equipped with a fire detection, signaling and alarm system;
• RSA Casa Ely Centrum SRL Roznov (the building is not equipped with a fire extinguishing system with internal hydrants and a fire detection, signaling and alarm system);
• SC Power Light Systems SRL Dumbrava Roșie (the building is not equipped with a fire extinguishing system with internal hydrants);
• SC Amabianca TSK SRL Gârcina (the building is not equipped with a fire detection, signaling and alarm system);
• Codrin Humanitarian Association – “Protect the children who will remain only children” Agapia (the building is not equipped with a fire extinguishing system with internal hydrants);
• SC Flory Med SRL Piatra-Neamț (the building is not equipped with a fire detection, signaling and alarm system);
• SC Casa Lenalia SRL Alexandru cel Bun (the building is not equipped with a fire extinguishing system with internal hydrants and a fire detection, signaling and alarm system);
• SC Sar for Life SRL Alexandru cel Bun (the building is not equipped with a fire extinguishing system with internal hydrants);
• Association “Society of Psychogeriatrics” Pângărați (the building is not equipped with a fire detection, signaling and alarm system).

“We make it clear that the absence of a fire safety permit does not automatically lead to the cessation of operation, this is done only when there is a serious violation of the fire safety requirement under the criteria established in the order mentioned above. ISU Neamț will continue in the next period checks at institutions and economic operators that provide social services, and the conclusions of these activities will be publicly communicated later”, announces ISU Neamț.

According to the legal norms in force, the ISU can issue the recommendation to suspend the operating license of the social service that takes place in an authorized construction from the point of view of fire safety, if it is found: exceeding by more than 10% the number of users for whom the fire safety authorization was granted; the abolition of an escape route when, according to the specific technical regulations, two or more escape routes are required, in accordance with the reference value; the reduction by construction elements, by more than 25% of the reference value of the height/width of the escape routes, in the conditions where the deficiency cannot be removed during the control; abolishing fire extinguishing installations/systems or fire detection, signaling and alarm systems; abolishing smoke extraction installations/systems or security lighting installations for evacuation.

The same institution issues the recommendation to suspend the licensing of the social service that takes place in constructions that operate without obtaining the fire safety authorization, if it is found that: exceeding the maximum number of users by more than 10% of the reference value; failure to ensure the minimum number of escape routes compared to the reference value; the reduction by construction elements, by more than 25% of the reference value of the height/width of the escape routes, in the conditions where the deficiency cannot be removed during the control; not being equipped with fire extinguishing or fire detection, signaling and alarm systems, in accordance with the reference value; not being equipped with smoke extraction installations/systems or security lighting installations for evacuation, in accordance with the reference value.
