The National Union of Municipal and Town Employees in Romania (SCOR), through its management structure, has established the calendar of protests in the coming months by city hall employees.

The actions will culminate in a general strike on June 3, that is, at the beginning of the week when the local and European parliamentary elections take place. More precisely, the employees of 813 town halls in the country (over 10,000 people) are going to completely paralyze the institutional activity right on the eve of the elections.

“The period chosen for the general strike is election week. That is, starting from June 3. We continue the Japanese strike indefinitely. On April 8, we start picketing the prefectures, because we have the deadline given by the Government regarding the analysis of the budget execution for the first quarter. If nothing happens, on May 25 there will be a rally of 10,000 colleagues in Bucharest, and from June 3 we will start a general strike”, Dan Cârlan, president of the SCOR Union, declared for Libertatea.

Moreover, the trade unionists in the town halls want to refuse any activity related to the electoral process, including signing the electoral lists for the polling stations.

Last week, the activity in institutions with striking employees was partially blocked, for two hours a day they refused to work. All requests submitted by citizens, such as the issuance of certificates, have been given a 30-day deadline.

When asked how the interaction with the mayors takes place, Cârlan pointed out that there are no problems or harassment. “Your position is an ungrateful one. It is perhaps the only budgetary category, of employers, that cannot determine the salary of its own employees. Local authorities have their hands tied because the government through the OUG sets the salary level, not the employers, who are the mayors. Apparently, the wage law created the mechanism through which local autonomy leads to the establishment of wages by local councils, in each administrative-territorial unit (no – UAT), but that mechanism provided by the framework Law of wages was trampled by emergency ordinances “, explained Dan Cârlan.

The representative of the SCOR Union pointed out that there are massive departures from town halls to other state institutions. “Mayors are the first to be affected by the hemorrhaging of personnel who leave the local public administration of small communes for other state structures, where they are better paid,” concluded Dan Cârlan.

For his part, Emil Drăghici, the president of the Association of Municipalities in Romania, stated for Libertatea that the extent of the warning strike is indeed felt where it takes place, in the more than 900 localities. “We respect the measure taken by the union members, it is provided by law. So I’m not going to comment on it,” Drăghici pointed out.

Asked if the ACoR also raised the issue of the salary of city hall employees in front of the governors, Drăghici emphasized: “I did it not once, but every time I had meetings at the central level. Employees from communes are remunerated less than those from cities, due to the simple fact that salaries are reported at the level of the vice mayor of the commune, who has a lower remuneration than the vice mayors of cities and municipalities. Therefore, we are faced with senseless discrimination”.

Moreover, for their part, the mayors in the territory, regardless of whether they are from the PSD, PNL, but especially from the small formations, still have complaints about the fact that the government fails to send funds to the local administrations, at the required pace, according to freedom of information.

Contacted by Libertatea, the spokesperson of the Ciolacu Cabinet, Mihai Constantin, stated that all he can communicate is what the governors agreed with the trade unionists received at the Victoria Palace. “At the previous meeting (no – between the representatives of the Executive and the trade unionists from SCOR), from the end of February, it was very clearly communicated to the parties that the dialogue can continue constructively after we have closed the budget execution for the first quarter. That’s all I can tell you”, said Constantin. Therefore, a communication from the government would come towards the end of April, an attitude disputed by the budget officers in the town halls.

Counties with the most strikers

According to SCOR, according to the Salary Law, applied as it was originally drafted, the wages of those in local administration should have been 36.65% higher than what they currently receive, but subsequent changes by the government stopped the increase in wages . The budgetary effort for the requested increases is 315 million lei.

The employees in the town halls reproach the government that, on March 7, just after it told them that they had to wait for the budget execution, it granted salary increases in other fields of activity, the total impact of which was 2.3 billion lei, i.e. of seven times higher than the request of those in the territory, according to the notification placed on the table of the Ciolacu Cabinet.

The counties with the most town halls with striking employees are Iași (48 town halls), Arad (36 town halls), Călărași (34 town halls), Mureș (33 town halls), Vaslui (32 town halls), Cluj (29 town halls), Bihor (28 town halls), Sălaj (28 town halls), Neamț (27 town halls), Prahova (26 town halls) and Vrancea (25 town halls).
