Ukraine plans to launch a counteroffensive in 2025 with $61 billion in aid approved by the United States and additional funds from the West, White House national security adviser Jake Sullivan told the Financial Times, according to the Kyiv Independent.

Sullivan hopes that through this counteroffensive Ukraine will “recapture the territory that the Russians occupied”, a statement that shows how the Biden administration sees the evolution of the war in the coming months, notes the cited source.

The Financial Times notes that a new Ukrainian offensive would require additional military aid from Western allies, including the United States. The latest $61 billion aid package from the US took months to pass through Congress due to internal political infighting.

The United States is currently leading talks among Group of Seven (G7) allies to craft a military aid package for Ukraine worth up to $50 billion, Bloomberg reported on May 3. The potential package would reportedly be financed from profits generated by interest accrued on frozen Russian assets.

As for a new offensive by Russian forces announced for this summer, Sullivan claims that Ukraine will have the ability to “stand up” to attacks with the help of weapons received from the US.

Last month, in an interview with German magazine Bild, Ukrainian President Volodymyr Zelensky said that while there is a plan for a possible Ukrainian counter-offensive, such an initiative would be conditional on receiving additional aid from Western allies.

As the United States presidential election approaches, questions have been raised about continued US support for Ukraine should former president and Republican candidate Donald Trump be re-elected.

In early April, the media reported, citing confidential sources, that Trump had said privately that he could end the war with Russia by pressuring Ukraine to cede Crimea and the Donbas to Moscow, a statement denied by his adviser.

According to a former Trump adviser, the former president “made it very clear” that he believes Ukraine “should be part of Russia.”

Despite his comments, Trump voiced his support for House Speaker Mike Johnson, who allowed a vote on military aid to Ukraine after months of delays, and previously suggested giving aid to Ukraine in the form of loans.
