Oana Sivache is the general director of the Administration of Hospitals and Medical Services Bucharest (ASSMB), the institution that coordinates 19 hospitals and 598 school practices of general medicine and dentistry, from kindergartens, secondary schools, high schools and universities.

Oana Sivache became the head of ASSMB in March 2022, when she was appointed deputy manager Cristian Plută. In April 2023, she was made head, and Pluta, deputy.

Where did he work?

Sivache came to ASSMB from the Water Company in Târgoviște, Dâmbovița, where he worked for almost 10 years, according to his CV.

She got her baccalaureate in 1998, but finished college in 2010 after studying Finance and Banking at Spiru Haret University. 10 years later, in 2020, he enrolled in the Master’s in Managerial Communication, at the Faculty of Industrial Engineering and Robotics, within the Polytechnic University.

From 2009 until 2011, Sivache was a “data validation” operator at a bank in Târgoviște. He then flirted with the media industry, being, from June 2011 until July 2012, marketing manager at Columna TV Mass-Media Regional Television.

Later, she worked at the Târgoviște Water Company, where she held various positions, until December 2017. Then, she joined ASSMB, where she was, in turn, specialist inspector, head of service, specialist inspector IA, inspector Specialty (Administrative Hospital Support Service), deputy general manager and finally general manager.

Advisor to the former vice mayor of USR

From 2021, Sivache was taken over as an advisor in the office of the former USR vice-mayor of the Capital Horia Tomescu, but information appeared in the press that she was supported by the former USR minister of health Vlad Voiculescu, notes Defapt.ro. Moreover, several posts published on her Facebook page from that moment were addressed to Vlad Voiculescu.

Tomescu did not look at Sivache’s promotion with good eyes because of her political path, passing before reaching USR through PSD and UNPR.

Tomescu, the one who signed into law the appointment of Sivache, explained at that time on Facebook that it was not he, but the party that decided. “Following the decision of the management of the USR Bucharest branch, today I appointed Mrs. Oana Sivache as general director of ASSMB”.

In an interview given in September 2023 for Libertatea, Oana Sivache said that she is not a member of any party. “I did not do politics. I am and want to remain a technocrat,” she said.

What a fortune Oana Sivache has

According to the wealth declaration submitted in June 2023 for the year 2022, Oana Sivache owns a 100 m2 apartment in Târgoviște and has a bank loan due in 2044 in the amount of 117,000 lei.

She also included in the asset declaration the income obtained from ASSMB, respectively 97,048 lei, from the town hall, where she was Tomescu’s advisor – 12,015 lei – as a member of the board of directors of STB, respectively 2,398 lei, and as a member of the board of directors at the Sf Luca Hospital for Chronic Diseases in Bucharest, from where he collected 303 lei.

The husband is a priest

We also learn from the wealth declaration that Oana Sivache’s husband, Nicolae Sivache, is a priest in Brânzari village in Dâmbovița county. From here, he earned 47,340 lei.

A year ago he denounced his deputy

Cristian Plută, former deputy director of ASSMB, was sent to court by DNA prosecutors on December 6, 2023, accused of having received a bribe of 20,000 euros from the manager of the Colentina Hospital, George Cristescu, to appoint him to the position. For the bribe given, George Cristescu was sentenced on December 21, to 3 years in prison with suspension.

Pluta was also accused of receiving 5% of the value of some contracts to favor certain companies to win tenders organized by the institution.

The one who denounced the corruption at the top of the ASSMB was Oana Sivache, who collaborated with the DNA prosecutors, between April and August 2023, as Libertatea wrote in September 2023.

Cristescu gave the bribe to Plută in a paper bag at a restaurant in Bucharest. Pluta gave half of the money to his boss, Oana Sivache, also present at the meeting in the restaurant, but she gave it to DNA.

Sources from the investigation then declared for Libertatea that “a network had been formed in the institution” that arranged the tenders, offering them to private companies, and “Director Sivache collaborated with DNA from the beginning”.

Sivache not only filed a complaint, but also provided prosecutors with access to real-time information. “It is possible that Sivache had older problems, also related to public money, and so he made a deal with prosecutors,” another source told the newspaper.

Why is the DNA accusing her?

Oana Sivache is being criminally investigated under judicial control by the DNA, accused of having received a bribe from the manager of Coltea Hospital, Ioan Bogdan Furtună, consisting of the payment of rent and utilities for a building in Bucharest where she lived with her family.

According to the investigators, Furtună paid Sivache the rent and utilities for the building, which totaled 39,295 lei, in the last year.

In return, Oana Sivache “allegedly took steps for the defendant Furtună Ioan-Bogdan to be appointed interim manager of the Colțea Clinical Hospital, starting on 04.11.2022”, according to DNA.

Ioan Bogdan Furtună is also being investigated under judicial control for bribery.

During the period of judicial control, the two are prohibited from exercising their functions.

Oana Sivache denied the accusations, saying that she never took or asked for a bribe and that she wants justice to be done. “My husband pays the rent. We live on salary. I have no other income. Some reports have been made and it is normal to do checks. I never took a bribe, I never asked, I never gave a leu”, she said, after the DNA hearings.

At the same time, asked by journalists if she regrets having reported Cristian Plută, the former deputy director of ASSMB, to the DNA, and that she helped indict him, Sivache replied: “No. I should be afraid, I know, the mafia doesn’t forgive, I’ll probably end up as a kind of Navalny of Bucharest, but that’s it, let’s move forward, I’m not afraid”.
